About the Editor and Authors<br />

Janelle Plummer is the <strong>World</strong> <strong>Bank</strong>’s senior governance specialist in the<br />

Cambodia Country Office. Previously, she was the Department for<br />

International Development-funded Governance Adviser in the Ethiopia<br />

Country Office and led the development of the Joint Governance<br />

Assessment Initiative, of which this corruption diagnostics work is a central<br />

part. She has worked on corruption in sectors since the tsunami in<br />

Aceh in 2004, was a founding member of the Water Integrity Network,<br />

and has pursued a risk-mapping approach to anticorruption action. The<br />

author of numerous policy and capacity building publications on good<br />

governance, she received her master’s degree from the School of Oriental<br />

and African Studies at the University of London.<br />

Tony Burns is a land administration specialist with extensive experience<br />

in designing, managing, and evaluating systematic registration and land<br />

administration projects. He is the managing director of Land Equity<br />

International, a company focused on supporting land administration projects<br />

worldwide. He has more than 25 years of experience in land sector<br />

projects, including serving as a team leader and project director supervising<br />

large-scale, long-term, multidisciplinary projects. He has also undertaken<br />

numerous short-term consultancies for a range of multilateral and<br />
