Foreword<br />

justice, telecommunications, and the mining sectors, all relevant to the<br />

achievement of the Millennium Development Goals (MDGs). As the<br />

government allocates substantial budgets to these sectors, conducting<br />

diagnostic studies and finding out the reality will contribute significantly<br />

to ensuring that the country’s financial resources are deployed to the<br />

desired objectives, and to filling an information gap in this area.<br />

The diagnostic studies and the recommendations forwarded play a<br />

pivotal role in accelerating the ongoing struggle against corruption by<br />

ensuring transparency and accountability in our country. They will also<br />

create the opportunity to base comments on concrete information. The<br />

studies have achieved their objective in this respect.<br />

I would like to assure you that the Federal Ethics and Anti-Corruption<br />

Commission of Ethiopia (FEACC) is committed to the follow-up and<br />

implementation of recommendations put forward in the same way that<br />

it cooperated during the execution of the studies. We will also do our best<br />

to make the diagnostic studies accessible to stakeholders.<br />

The Ethiopian government wishes to support similar studies in the<br />

future to reinvigorate the nationwide struggle against corruption. As long<br />

as our partners support the anti-corruption endeavor, we will be willing<br />

to conduct similar studies, and the door is open for those who would like<br />

to support us in such efforts. Finally, on behalf of the Commission, I<br />

would like to express my sincere gratitude to U.K. Department for<br />

International Development (DFID), the Canadian International<br />

Development Agency (CIDA), the Royal Netherlands Embassy, and the<br />

<strong>World</strong> <strong>Bank</strong>, which have taken part in and financed the studies.<br />
