4 LEAVEb) Meetings <strong>of</strong> the union’s Executive, Committee <strong>of</strong> Management or Councils.c) Annual conference <strong>of</strong> the Labor Council <strong>of</strong> NSW <strong>and</strong> the Biennial Congress <strong>of</strong>the Australian Council <strong>of</strong> Trade Unions.d) Attendance at meetings called by the Labor Council <strong>of</strong> NSW involving aappropriate trade union which requires attendance <strong>of</strong> a delegate.e) Giving evidence before an Industrial Tribunal as a witness for the trade union.f) Reasonable travelling time to <strong>and</strong> from conferences or meetings to which theprovisions <strong>of</strong> 4.15.2.1 On Duty Activities, 4.15.2.2 Special Leave Activities <strong>and</strong>4.15.2.3 Training Courses apply.4.15.2.3 Training CoursesThe following training courses attract the grant <strong>of</strong> special leave as specified below.a) Accredited Occupational Health <strong>and</strong> Safety (OH&S) courses <strong>and</strong> any otheraccredited OH&S training for OH&S Committee members.b) Courses organised <strong>and</strong> conducted by the Trade Union <strong>Education</strong> Foundation orby the staff member’s trade union, or a training provider nominated by themember’s trade union. A maximum <strong>of</strong> twelve working days in any period <strong>of</strong> twoyears applies to this training <strong>and</strong> is subject to:the operating requirements <strong>of</strong> the workplace permitting the grant <strong>of</strong> leave<strong>and</strong> the absence not requiring <strong>employment</strong> <strong>of</strong> relief staff;payment being at the base rate, that is, excluding extraneous paymentssuch as shift allowances or penalty rates, overtime, <strong>and</strong> the like;all travelling <strong>and</strong> associated expenses being met by the staff member ortheir union;attendance being confirmed in writing by the staff member’s trade union ora nominated training provider.4.15.2.4 On Loan ArrangementsSubject to the operational requirements <strong>of</strong> the workplace, on loan arrangementsapply to the following activities.a) Meetings interstate or in NSW <strong>of</strong> a federal nature to which a union representativeor staff member has been nominated or elected by the union:as an Executive Member; oras a member <strong>of</strong> a Federal Council; oras a member <strong>of</strong> a vocational or industry committee.b) Briefing counsel on behalf <strong>of</strong> the union.H<strong>and</strong>book for non teaching staff in schools 2007 Page 4 - 80
