1 GENERAL CONDITIONS OF EMPLOYMENT1.5.3.4 Broken Periods <strong>of</strong> Relief for Incremental PurposesWhere there are broken periods <strong>of</strong> relief in the higher position or positions, such periodsmay be aggregated, irrespective <strong>of</strong> the nature <strong>of</strong> the work <strong>of</strong> the position(s). Suchaggregated periods may be regarded as continuous service for incremental progressionsubject to satisfactory performance, provided all the following <strong>conditions</strong> are met:a) the rate <strong>of</strong> pay <strong>and</strong> higher duties allowance received during earlier periods <strong>of</strong> reliefmust be greater than or equal to the rate <strong>of</strong> pay <strong>of</strong> the position in which the incrementis to be received;b) any period <strong>of</strong> leave during which the allowance was not paid (excluding schoolvacation periods) is discounted; <strong>and</strong>c) aggregation does not extend over any break in excess <strong>of</strong> six months.1.5.4 CALCULATING OVERTIMEA higher duties allowance is only to be included in the rate <strong>of</strong> pay for the purposes <strong>of</strong> calculatingovertime when the duties carried out during the overtime are those <strong>of</strong> the higher position.1.5.5 RECOGNITION OF RELIEF FOR APPOINTMENT TO A SIMILAR GRADEIf a school administrative <strong>and</strong> support staff member who has been relieving in a higher position issubsequently appointed to a similarly graded position, the same principles as set out at Section1.5.3.4 apply to determine the commencing rate <strong>of</strong> pay <strong>and</strong>/or allowance in the new position.1.5.6 PROCESSING OF CLAIMS1.5.6.1 Initiation <strong>of</strong> ClaimsThe supervisor is responsible for making the claim. Members <strong>of</strong> staff may initiate claimswhere the supervisor does not do so, or does not do so promptly. Staff initiated claimsshould be submitted to the supervisor.1.5.6.2 Assessment <strong>of</strong> Allowance to be PaidThe initial assessment <strong>of</strong> the level <strong>of</strong> payment is the responsibility <strong>of</strong> the supervisor. Inassessing the percentage <strong>of</strong> the allowance to be paid, the supervisor must have regardto:a) the duties <strong>and</strong> responsibilities the normal occupant <strong>of</strong> the position would haveundertaken during the period; <strong>and</strong>b) the proportion <strong>of</strong> the duties <strong>and</strong> responsibilities satisfactorily performed by the staffmember providing relief during the period.This means that where the school administrative <strong>and</strong> support staff member providingthe relief satisfactorily undertakes all the duties <strong>and</strong> responsibilities which thesubstantive occupant would have undertaken during the period, then 100% <strong>of</strong> theallowance is payable.This also applies where only a proportion <strong>of</strong> the duties <strong>and</strong> responsibilities aresatisfactorily undertaken, eg. if a school administrative <strong>and</strong> support staff memberH<strong>and</strong>book for non teaching staff in schools January 2009 Page 1 - 35
