RATES OF PAY AND ALLOWANCESa) meet high levels <strong>of</strong> customer dem<strong>and</strong> involving a regular pattern <strong>of</strong> usage <strong>of</strong> thestaff member’s language skills. For instance, where a CLAS recipient, who isnot normally regarded as a member <strong>of</strong> the public inquiry staff, is regularly calledaway from normal duties; orb) other CLAS recipients who have achieved qualifications <strong>of</strong> NAATI level 3 <strong>and</strong>above. This recognises that staff with higher levels <strong>of</strong> language skills willcommunicate with an enhanced degree <strong>of</strong> efficiency <strong>and</strong> effectiveness.CLAS Implementation <strong>and</strong> MonitoringPrincipals <strong>and</strong> supervisors have particular responsibilities with regard to theimplementation <strong>of</strong> CLAS. These include:• identification <strong>of</strong> languages with the potential highest dem<strong>and</strong> for the services <strong>of</strong> CLASrecipients;• survey <strong>of</strong> existing language skills <strong>of</strong> staff in the appropriate occupational categories forCLAS testing; <strong>and</strong>• publicising in their school names <strong>of</strong> CLAS allowance recipients so that all staff <strong>and</strong>public or service users are aware <strong>of</strong> the availability <strong>of</strong> this service.With regard to monitoring <strong>and</strong> review, management responsibilities are:• monitoring the effectiveness <strong>of</strong> the scheme on an ongoing basis including frequency <strong>of</strong>language assistance provided by CLAS recipient; <strong>and</strong>• annual review <strong>of</strong> CLAS allowance recipients to ensure that dem<strong>and</strong> for languageassistance is adequately <strong>and</strong> appropriately met.Management may need to establish a minimum level <strong>of</strong> use to warrant payment <strong>of</strong> CLASallowance.7.2.3.3 Motor Vehicle AllowanceMeal, travel <strong>and</strong> related allowance rates effective 1 July 2006 can be found inIndustrial Relations Circular IRC 06/21.
