1 GENERAL CONDITIONS OF EMPLOYMENTi) for the staff member <strong>and</strong> one member <strong>of</strong> his or her family where special leavehas been approved for the purpose <strong>of</strong> visiting the new location with a view toobtaining suitable accommodation; <strong>and</strong>ii) for the staff member <strong>and</strong> all members <strong>of</strong> his or her household where specialleave has been approved to allow for travel to enter on duty in the new location.Where the staff member’s family members do not travel at the time special leaveis taken, entitlement to costs for their personal transport will be deferred untilthey travel to take up residence at the staff member’s new location.b) There are two types <strong>of</strong> car allowance rates:i) Official business rateThis rate is applied in situations where the staff member is travelling to enter onduty at the new location.ii)Casual rateThis rate will apply in all other circumstances.Motor vehicle rates are only payable where government insurance requirements aremet. Please see Chapter 7, Rates <strong>of</strong> Pay <strong>and</strong> Allowances for details.c) Car allowances paid in respect <strong>of</strong> travel will not exceed the cost <strong>of</strong> the first class railtravel to which the staff member might otherwise have been entitled.d) Where an overall saving to the <strong>Department</strong> would eventuate, a staff member <strong>and</strong> onemember <strong>of</strong> his or her family may be entitled to economy class air fare in lieu <strong>of</strong> firstclass rail travel or car allowances. This applies only where the staff member istravelling to the new location to seek accommodation <strong>and</strong> is subject to the policy foruse <strong>of</strong> air travel as determined by the Premier.1.4.2.5 Compensation for Depreciation <strong>and</strong> DisturbanceUnder the Award, an allowance is payable to compensate for the accelerateddepreciation <strong>of</strong> personal <strong>and</strong>/or household effects removed to a new location.The disturbance allowance is currently $1,126 <strong>and</strong> is based upon the <strong>Department</strong> beingsatisfied that the staff member has removed a substantial portion <strong>of</strong> normal householdfurniture, furnishings <strong>and</strong> fittings <strong>of</strong> value not less than $7,037. A pro rata amount ispayable where the value is less.1.4.2.6 Conveyancing <strong>and</strong> Other Costsa) The Award provides for reimbursement <strong>of</strong> certain expenses where a staff membersells a residence at the former location <strong>and</strong> buys a residence, or l<strong>and</strong> upon which toerect a residence, at the new location. These expenses include stamp duty,mortgage fees, commissions <strong>and</strong>, where appropriate, solicitor’s pr<strong>of</strong>essional costs<strong>and</strong> disbursements in respect <strong>of</strong> such transactions.b) Applications for reimbursement <strong>of</strong> expenses outlined in (a) above should besubmitted to Employee Services Bathurst.H<strong>and</strong>book for non teaching staff in schools January 2009 Page 1 - 29
