support<strong>in</strong>g <strong>and</strong> <strong>in</strong><strong>for</strong>m<strong>in</strong>g the professional development <strong>and</strong> recognition of staff <strong>in</strong><br />

teach<strong>in</strong>g <strong>and</strong> learn<strong>in</strong>g <strong>in</strong> higher education aga<strong>in</strong>st national professional st<strong>and</strong>ards,<br />

fund<strong>in</strong>g educational research <strong>and</strong> development projects. The Academy also supports<br />

enhancement <strong>in</strong>itiatives such as the National <strong>Teach<strong>in</strong>g</strong> Fellowship Scheme (NTFS), the<br />

Scottish Quality Enhancement Framework <strong>and</strong> the CETLs (Centres <strong>for</strong> Excellence <strong>in</strong><br />

<strong>Teach<strong>in</strong>g</strong> <strong>and</strong> <strong>Learn<strong>in</strong>g</strong>).<br />

THE CONTEMPORARY QUALITY AGENDA<br />

The current quality agenda aims to reduce external scrut<strong>in</strong>y <strong>and</strong> bureaucracy <strong>and</strong> to<br />

<strong>in</strong>crease <strong>in</strong>stitutional autonomy <strong>and</strong> self-regulation, seek<strong>in</strong>g to emphasise enhancement<br />

rather than <strong>in</strong>spection. QA methods coord<strong>in</strong>ated by the QAA have been streaml<strong>in</strong>ed<br />

based on lessons learned from earlier subject reviews <strong>and</strong> quality audit. The current<br />

quality assurance arrangements are locked <strong>in</strong>to externally determ<strong>in</strong>ed <strong>and</strong> audited<br />

st<strong>and</strong>ards <strong>and</strong> norms, but with a lighter ‘<strong>in</strong>spectorial’ touch. The quality agenda is like a<br />

‘jigsaw’ compris<strong>in</strong>g <strong>in</strong>terdependent <strong>and</strong> <strong>in</strong>terlock<strong>in</strong>g processes that emphasise <strong>in</strong>creas<strong>in</strong>g<br />

transparency, accountability <strong>and</strong> specification.<br />

The ma<strong>in</strong> elements of the external quality framework <strong>in</strong> Engl<strong>and</strong> <strong>and</strong> Northern Irel<strong>and</strong><br />

are a comb<strong>in</strong>ation of <strong>in</strong>stitutional audit (at the level of the whole organisation) <strong>and</strong><br />

<strong>in</strong>vestigation at discipl<strong>in</strong>e level. External exam<strong>in</strong>ers also provide impartial advice on<br />

per<strong>for</strong>mance <strong>in</strong> relation to specific programmes, offer<strong>in</strong>g a comparative analysis aga<strong>in</strong>st<br />

similar programmes, evaluat<strong>in</strong>g st<strong>and</strong>ards <strong>and</strong> consider<strong>in</strong>g the soundness <strong>and</strong> fairness<br />

of assessment procedures <strong>and</strong> their execution.<br />

The external quality framework <strong>for</strong> teach<strong>in</strong>g <strong>and</strong> learn<strong>in</strong>g <strong>in</strong>cludes ‘Major Review’<br />

of NHS-funded healthcare programmes, <strong>in</strong>volv<strong>in</strong>g the QAA <strong>and</strong> relevant health<br />

professions’ councils. Other programmes of study (such as law, eng<strong>in</strong>eer<strong>in</strong>g, medic<strong>in</strong>e<br />

or accountancy) lead to professional or vocational qualifications <strong>and</strong> are subject to<br />

accreditation by the relevant professional or statutory body. Further education colleges<br />

offer<strong>in</strong>g higher education programmes also undergo review. In Scotl<strong>and</strong>, Enhancement-<br />

Led Institutional Review (ELIR) is central to the enhancement-led approach to manag<strong>in</strong>g<br />

st<strong>and</strong>ards <strong>and</strong> quality which focuses on the student learn<strong>in</strong>g experience. In Wales, a<br />

process of <strong>in</strong>stitutional review is carried out across all <strong>in</strong>stitutions offer<strong>in</strong>g higher<br />

education provision <strong>and</strong> is part of a wider QA framework.<br />

The Research Assessment Exercise (RAE) is a separate activity evaluat<strong>in</strong>g the quality<br />

of research <strong>in</strong> universities <strong>and</strong> colleges.<br />

Internal quality processes<br />

<strong>Higher</strong> education <strong>in</strong>stitutions are responsible <strong>for</strong> the st<strong>and</strong>ards <strong>and</strong> quality of their<br />

provision <strong>and</strong> each has its own <strong>in</strong>ternal procedures <strong>for</strong> assur<strong>in</strong>g <strong>and</strong> enhanc<strong>in</strong>g the quality<br />

of its programmes. Internal procedures <strong>in</strong>clude assessment of students, processes <strong>for</strong> the<br />

design <strong>and</strong> approval of new programmes <strong>and</strong> regular monitor<strong>in</strong>g <strong>and</strong> periodic review
