<strong>Teach<strong>in</strong>g</strong> Quality Enhancement Funds (TQEF)<br />

S<strong>in</strong>ce 2000, HEFCE has provided enhancement funds (TQEF) <strong>for</strong> learn<strong>in</strong>g <strong>and</strong> teach<strong>in</strong>g<br />

strategies; support<strong>in</strong>g professional st<strong>and</strong>ards; student <strong>and</strong> staff volunteer<strong>in</strong>g; <strong>and</strong> new<br />

fund<strong>in</strong>g to support teach<strong>in</strong>g <strong>in</strong><strong>for</strong>med by research. The ma<strong>in</strong> strategic purpose of this<br />

fund<strong>in</strong>g is to embed <strong>and</strong> susta<strong>in</strong> learn<strong>in</strong>g <strong>and</strong> teach<strong>in</strong>g strategies <strong>and</strong> activities, <strong>and</strong> to<br />

encourage future <strong>in</strong>stitutional <strong>in</strong>vestment <strong>in</strong> cont<strong>in</strong>uous improvement. At national level,<br />

TQEF has supported the CETL <strong>and</strong> National <strong>Teach<strong>in</strong>g</strong> Fellowship Scheme (NTFS)<br />

programmes.<br />

Programme specifications<br />

Programme specifications were <strong>in</strong>troduced <strong>in</strong> 1999 to make the outcomes of learn<strong>in</strong>g<br />

more explicit <strong>and</strong> to relate programmes <strong>and</strong> awards to the qualifications frameworks.<br />

<strong>Teach<strong>in</strong>g</strong> teams are required to produce programme specifications <strong>for</strong> every programme<br />

that an HEI runs, often us<strong>in</strong>g a specified template. The specifications require the<br />

essential elements of a programme to be synthesised <strong>in</strong>to a brief set of statements,<br />

however complex. The elements <strong>in</strong>clude the <strong>in</strong>tended learn<strong>in</strong>g outcomes of a programme<br />

(specific, measurable <strong>in</strong>tentions expressed as what learners will be able to do <strong>in</strong> terms of<br />

knowledge, underst<strong>and</strong><strong>in</strong>g, skills <strong>and</strong> other attributes); teach<strong>in</strong>g <strong>and</strong> learn<strong>in</strong>g methods;<br />

assessment; career opportunities <strong>and</strong> relationship of the programme to the qualifications<br />

framework. Programme specifications also provide a basis <strong>for</strong> the university (through<br />

quality assurance committees <strong>and</strong> boards), students, employers <strong>and</strong> external reviewers<br />

to assure quality at programme level.<br />

Progress files<br />

The student progress file helps students <strong>and</strong> employers underst<strong>and</strong> the outcomes of<br />

learn<strong>in</strong>g <strong>in</strong> higher education. It comprises three <strong>in</strong>terl<strong>in</strong>ked elements:<br />

1 transcript – a <strong>for</strong>mal record of learn<strong>in</strong>g <strong>and</strong> achievement provided by the <strong>in</strong>stitution;<br />

2 personal <strong>and</strong> development plann<strong>in</strong>g (PDP) – a process owned <strong>and</strong> produced by the<br />

student <strong>in</strong> liaison with staff;<br />

3 <strong>in</strong>dividual students’ personal records of achievements, progress reviews <strong>and</strong><br />

plans.
