Accordingly it promotes the establishment of agreements on mutual recognition linked to<br />

processes of electronic identification of individuals in physical or virtual settings.<br />

The Framework advocates discussion, based on its contents, of the legal and technical aspects<br />

needed for concluding information exchange agreements, for ensuring the interoperability of<br />

systems, and for establishing common technological standards among Ibero-American countries.<br />

Furthermore, it promotes the sharing of each country’s experience of the implementation<br />

of electronic identity documents, electronic passports and any other means of digital<br />

authentication.<br />

Finally, in a significant step towards the strengthening of electronic commerce and digital<br />

government, the Framework states that it shall form a basis of understanding for Ibero-<br />

American States to enter into agreements for the mutual recognition of digital certificates,<br />

setting the foundations for future agreements that permit the coordination of digital signature<br />

infrastructures across the region.<br />

Conclusions<br />

We have seen that the countries of the region are rolling out public policies designed to achieve<br />

full digital inclusion for their citizens. The Ibero-American Framework of Social Electronic<br />

Identification is a further step towards achieving this goal. For our countries, it is a starting point<br />

for moving forward in a coordinated and structured manner in a subject of great importance for<br />

the effective implementation of social policy: the identification of individuals.<br />

However the Framework also represents a major advance in the introduction of electronic<br />

government initiatives across the region, and for the effective implementation of the Ibero-<br />

American Charter on Electronic Government.<br />

In this regard, the Framework will allow us to make progress in the recognition of electronic<br />

and digital signatures, aiding the development of open government and electronic commerce.<br />

If we make progress towards closing the digital gap, and towards establishing electronic<br />

government, our countries will, put briefly, be in a position to recognise the right of their<br />

inhabitants to transact electronically with their governments.<br />

We must however reiterate certain ideas that we have set out at other times during this Congress<br />

of the Latin American Centre for Development Administration (CLAD) regarding the safeguards<br />

that must be provided in order for the implementation of these projects to be successful.<br />

We have mentioned that the difficulties in implementation are not related to the technology,<br />

which is already sufficiently developed. Nor is the problem the question of international standards,<br />

which have already been developed and accepted. As with every project that involves introducing<br />

information and communication technology to the administration of government, projects aimed<br />

at building a biometric database or replacing existing identity documents with electronic ones<br />
