or restricted, but we know that an offender can easily be identified and punished.<br />

We are well advanced towards the implementation of this system, which we consider extremely<br />

important, and we are sure that in the next CIBRA we will be in a position to describe that<br />

implementation.<br />

We are also working hard on the introduction of biometric stations for prisoner registration. As<br />

in all of these developments, we are moving forward in stages, but there is no doubt that this<br />

initiative will be extremely useful, not just for the permanent verification of a prisoner’s identity<br />

and the ability to locate him, but also in relation to a very ambitious project being tackled by<br />

all national authorities, namely the national biometric network, which the SPF, along with the<br />

National Reoffenders Register, will be among the first to join.<br />

Another of the things we are addressing, and which is in an advanced stage of design, is the system<br />

of virtual visiting. For a number of years, and especially with the arrival of the phenomenon<br />

known as globalisation, the number of foreign nationals in our prisons has grown significantly.<br />

A moment ago I was talking about the difficulties of achieving a prisoner’s reintegration into<br />

society. That reintegration is much more difficult when a prisoner loses the link with his or her<br />

family.<br />

That is why the SPF is working tirelessly to help prisoners maintain and even strengthen their<br />

family ties. Without those ties, reintegration is almost impossible.<br />

We are therefore designing a system to help both foreign prisoners and those from this country<br />

whose families live at a distance. In all SPF facilities, we will have a biometric virtual visiting room<br />

in which, once enrolled, the prisoner and the visitor can have a virtual visit in high quality audio<br />

and video and thereby share time together in a way which distance and cost would otherwise<br />

prevent, or at least allow only infrequently. In the case of foreign prisoners, responsibility for<br />

verifying the identity of the virtual visitor will rest with the local consulate or embassy.<br />

Our institution is, with a lot of government support, introducing revolutionary changes. We are<br />

without doubt the most advanced institution, in terms of biometrics, in the country, if not in<br />

the region.<br />

I should therefore make reference to the most ambitious and revolutionary project undertaken<br />

in relation to the prison system in recent years.<br />

Information technology cannot be ignored and is something we must live with and learn to take<br />

advantage of to ensure improved management of governmental processes. Its progress in every<br />

aspect of society - work, security, government, higher education and business - is undeniable.<br />

It increases our physical and mental capacity, as well as the possibilities for social and digital<br />

inclusion and development. Not to include technology in the changes we are proposing would<br />

be to exclude the potential benefits to the state and to society as a whole.<br />
