In this sense, we propose this document on Ibero American Social Electronic Identification that shall<br />

contain the general framework, basic guidelines, to be followed by our countries in order to implement<br />

fast and effective authentication and identification systems as a basic input for the implementation of<br />

public policies for social inclusion, and to ensure every inhabitant of our region the right to identity.<br />

Based on previous consideration, the Framework for the Ibero American Social Electronic Identification<br />

is enclosed, considered by the States of the region in Asunción, Paraguay.<br />

V. Framework for the Ibero-American Social Electronic Identification<br />

Preamble<br />

The countries of the region have reported progress in setting public policies for social inclusion that<br />

require the use of information and communications technologies (ICTs) for their implementation.<br />

The IX Ibero-American Conference of Ministers of the Public Administration and Reform of<br />

the State held in Pucón, Chile, on June 1, 2007 approved the 2007 Ibero American Charter on<br />

Electronic Government that establishes a set of concepts, values and useful guidelines for its design,<br />

implementation, development and consolidation as a tool contributing to the improvement of<br />

Ibero Amercian public management, while in many current legislations, the legal value of electronic<br />

documents, electronic signatures and digital signatures are recognized.<br />

Individual’s identification constitutes an essential requisite for the full exercise of their rights. As an<br />

unavoidable duty of the Ibero American States, the correct identification of individuals has to be ensured,<br />

as well as safeguarding and protecting the right to identity of every inhabitant on the territory.<br />

The XIII Meeting of the Ibero American Network of Ministers of the Presidency and Equivalent (RIMPE),<br />

held in Lisbon, Portugal dealt with Citizen Participation in the area of E-government: Education<br />

for Citizens and Digital Inclusion and in the Lisbon Declaration it is acknowledged that “goals of<br />

e-government have to go further than mere ethics and efficiency of the administration processes,<br />

towards forms that allow social, political and economical changes, focused on human development,<br />

equal opportunities and social justice”.<br />

The Lisbon Declaration also recognized that the development of safe identification and electronic<br />

authentication, is another condition for the pretended change, stressing its role in promoting<br />

procedure simplification and fostering the use of electronic services.<br />

Consequently, the present Framework hast the goal of establishing a set of concepts, fundaments,<br />

principles and useful guidelines for the design, implementation and development of an Ibero<br />

American Social Electronic Identification to consolidate the exercise and effective enjoyment of<br />

Ibero American citizen’s social rights.<br />
