and coordination of technological tools for the managerial optimization.<br />

Another task that could help in the planning stage of a project is realized by the Parliamentary<br />

Office of Science and Technology (Government IT Projects) in the United Kingdom, which has as<br />

its ends the evaluation of projects against a baseline of factors in success and failure in sixteen<br />

areas, those which will determine the evolution of an ICT project 24 , highlighting again, amongst<br />

others, the area of working with established solutions and uncomplicated projects.<br />

Seeing that we’ve been continually mentioning the use of standards, norms and best practices,<br />

we cannot leave out that the project ought to be administered for success, in agreement with<br />

the methodological principles defined by the Project Management Institute (PMI ®) 25 or the<br />

English Government (PRINCE2®) 26 .<br />

Finally, as a sine qua non, being a given that the greatest biometric projects are those related to<br />

citizens and the State, political decision is also a key factor of success for these projects.<br />

7. Conclusion<br />

In Argentina, much of the work toward making Biometrics the tool for digital identification<br />

of the individual have already been in development for years. Still perhaps one of the most<br />

ambitious projects is the creation of an interABIS integral database system for biometric storage<br />

and consulting that would consolidate the existing biometric data entries stored by various<br />

official organizations, provincial organizations and other national or provincial dependencies<br />

with material competence, providing consultation and verification services. This project was<br />

conceived under the principles of operating within the existing international standards and best<br />

practices for these types of challenges.<br />

But in Argentina, problems exist that must certainly repeat in other nations as well. From there<br />

comes this list of suggestions and critical points that ought to be accounted for in order to<br />

avoid critical flaws.<br />

• The adoption and standardization of XML interfaces for the interoperability of biometric<br />

data entries<br />

• The definition of national standards of certification for equipment<br />

• Working on the implementation of a Personal Identify Verification (PIV) 27 , in the scope of<br />

national public administration<br />

• Putting together a computational structure adequate for the storage of critical data, that<br />

meets the corresponding standards<br />
