The use of biometrics to identify an individual’s unique characteristics offers a series of benefits<br />

that have not gone unnoticed by many governments. In the last few years, governmental<br />

authorities have instigated the research and implementation of pilot programs and biometric<br />

registers for the identification of their citizens, including in passports, identity cards and driving<br />

licenses.<br />

Registry of Event Admission Staff (ReCAP)<br />

In 2008 National Law No. 26.370 was passed, which set out rules for the authorization of<br />

personnel who deal with the admission and control of the general public at events, and for<br />

employers involved in organizing and running public events and shows.<br />

In the Province of Buenos Aires Law No. 13.964 was passed, which adopted the same regime as<br />

already established nationally, and in terms of the subsequent Regulatory Decree 1096/09 the<br />

Provincial Public Registry of Event Admission Staff was created. This registry, maintained within<br />

the purview of the Subsecretariat of Planning in the Ministry of Justice and Security, and whose<br />

head is appointed by the Executive, is responsible for the authorization of those who carry out<br />

work related to the admission and control of the general public.<br />

Structurally the Registry is organized into two departments:<br />

Registration Department: This takes care of all procedures for the authorization of admission<br />

staff and the production of work permits and ID cards. All authorized personnel must display<br />

their ID cards at all times when working and the work permit represents their authority to carry<br />

out this type of work.<br />

Authorisation Department: This department receives all of the documentation from businesses<br />

and venues, as well as granting authorizations to event staff companies and registering venues.<br />

The Provincial Office of Biometrics has set down a protocol for the recording of personal data<br />

in the Registration Department. This provides for the biometric registration of all authorised<br />

staff by recording fingerprints, a photograph and a digital signature.<br />

Directorate General of Private Security Agencies<br />

The Directorate General of Private Security Agencies is an organization, under the umbrella<br />

of the Ministry of Security of the Province of Buenos Aires, whose function is the exercise of<br />

control over companies that provide security services within the province. It has jurisdiction<br />

over administrative issues related to the authorization of those companies and their staff. It<br />

should be pointed out that there are more than one hundred and twenty thousand private<br />

security staff in the province, as many as the total number of officers in the province’s police<br />

force. Like event admission and crowd control staff, private security firm employees have to<br />

satisfy appropriate legal requirements.<br />

The Provincial Office of Biometry has accordingly created a protocol for the recording of those<br />

employees’ biometric details in order that they can be identified and their authority to carry<br />

out security work verified. An AFIS computer has recently been acquired to store the databases<br />
