Abstract<br />

This further contribution enables us to expand on developments in<br />

biometrics within the Argentine public administration system.<br />

Having described the functions of the National Register of Repeat<br />

Offenders in the previous paper, there is no need to analyse those<br />

functions again in any great detail, allowing us to concentrate on related<br />

aspects of biometrics in present-day Argentina.<br />

We will therefore conduct a comprehensive analysis of the economic,<br />

political and social factors that shaped the biometric model, and the<br />

relationship between that model and current government policy.<br />

We also considered it appropriate to highlight the role of information and<br />

communications technology in choosing the right paradigm as an empirical<br />

base for an analysis of the current state of biometrics, and its importance<br />

as a policy tool for social inclusion rather than simply for identification<br />

purposes.<br />

The development of IT infrastructures, and advances in digital storage<br />

methods, have provided an opportunity to rethink administrative models<br />

and assign new functions to existing biometric identification systems.<br />

In line with this, we have outlined two developments which will allow<br />

the interoperability of public biometric databases to be coordinated<br />

so as to design security policies that achieve maximum performance of<br />

government functions.<br />
