Therefore, having social and digital inclusion as a conceptual framework in the Citizen-<br />

Government relation (C2G), the following basic objectives were established:<br />

• To ensure a full and univocal identity.<br />

• To ensure privacy of personal data.<br />

• To optimize citizen registration and identification mechanisms.<br />

• To optimize public security processes within the scientific framework of recognition in crime<br />

investigation.<br />

• To strengthen the State’s capacity through ICT ´s.<br />

• To continue with the ongoing improvement policies for the insertion of biometric tools.<br />

Therefore, projects such as the following ones were implemented: improvement in the circuit<br />

for the issuance of the National Identity Document and the Argentine Passport, technological<br />

update of the automated fingerprint identification system (AFIS) at the Argentine Federal Police,<br />

the creation of a multi-biometrical record for the access to the Federal Penitentiary Service<br />

premises, update of the National Recidivism Registry system and the creation of the “National<br />

Program for the standardization of biometric data and forensic data”.<br />

In the last 8 years, there has been an extraordinary development of biometric technologies<br />

in general and of its different branches in particular: verification and identification through<br />

fingerprints, facial, iris, vascular, voice and DNA, among others, as well as new combinations:<br />

multi-biometrics, fusion, etc. bringing about even more accurate results.<br />

Following the same path, we have collaborated with NIST (National Institute of Standards<br />

and Technology - USA) participating very actively in the elaboration of open biometric<br />

standards (ANSI NIST-ILT 1-2011) and successfully promoting the incorporation of records of<br />

the estomatognatic system (dental comparison, lip prints, palatal rugae and bite marks) leading<br />

the group of dental records, with agencies such as the Federal Bureau of Investigation (FBI),<br />

INTERPOL, Bundeskriminalamt, and Miami Dade, among others.<br />

Also the sixth “International Biometrics Conference of the Argentine Republic” called CIBRA<br />

was organized, where projects at national and international levels are presented. In this event<br />

there is an interchange of knowledge and experiences with provinces and other nations in the<br />

world. The fifth edition of the Conference, in 2010, published the book “Biometrics” (2010), that<br />

compiles some of the many papers presented.<br />

2011 -2016: Biometrics as social inclusion<br />

But stressing the objectives of the current State policy, it is necessary to bear in mind that<br />

security is one of the dimensions of human development that includes the environmental,<br />

education and socio economic situation of the population, these being the basic components<br />

for the construction of citizenship and to strengthen the State and its institutions.<br />
