h. To contribute so that the people of our countries can have full<br />

access to the information and knowledge society through the<br />

implementation of digital inclusion programs.<br />

i. To narrow the internal and external digital divide, promoting<br />

the egalitarian access of all the inhabitants of the countries of<br />

the region to the society of information.<br />

3 Without prejudice of the denominations adopted in national legislation,<br />

“Electronic Social Identification” is understood as the process<br />

that through external elements allows assigning a concrete person<br />

an identity with determined attributes, i.e., the verification that the<br />

data that prove that an individual is effectively the person he or she<br />

claims to be, subject of rights, with determined attributes.<br />

Within the present framework, “Electronic Authentication” is understood<br />

as the verification process of the authenticity of the identifications<br />

made or requested by a physical person or entity, on data<br />

such as a message or other means of electronic transmission. The<br />

authentication process is the second of two steps that comprise:<br />

1) The submission of a means that proves identification before the<br />

system and,<br />

2) The presentation or generation of information that corroborates the<br />

relationship between the means submitted and the identified person<br />

or entity.<br />

4 The Ibero American Social Electronic Identification is supported<br />

on the following fundaments:<br />

a. Individuals identification is a State unavoidable obligation, as<br />

well as the protection against its inviolability.<br />

b. The acknowledgement of the right to identity for all individuals,<br />

as well as the protection of its integrity and guarantee of<br />

its full exercise.<br />

c. The egalitarian access to the society of information as a relevant<br />

public asset, that has to be fostered by all the governments<br />

of the region.<br />

d. The acknowledgement of the principles defined in the Ibero<br />

American Charter on E-Government.
