e. Digital Signature: –also called safe electronic signature, advanced<br />

electronic signature or acknowledged electronic signature<br />

-. The digital signature concept has at least two meanings:<br />

a technological one, related to public key technologies; and a<br />

legal one, that is related to the definition that national laws<br />

have included as an equivalent of the handwritten signature.<br />

From the technological point of view, a digital signature is<br />

the authentication mechanism that, supported on asymmetric<br />

cryptography, i.e. that it uses two keys, a private and a public<br />

one, allows identification of the signer and ensures the integrity<br />

of the content of the electronic document signed.<br />

From the legal point of view, the laws require an administrative<br />

procedure. This means that to be considered a legal digital signature,<br />

this mechanism needs to be applied through the use of<br />

a digital certificate issued by a certification entity approved by<br />

the governing body of the State in this subject matter.<br />

f. Electronic signature: the concept is applied to any sound,<br />

symbol or process, attached or logically associated to an electronic<br />

document that express a person’s consent issued electronically.<br />

In general, the laws call “electronic signature” any<br />

authentication mechanism that does not comply with any of<br />

the requirements for a digital signature. “Electronic signature”<br />

is the generic and neutral term to refer to the universe of technologies<br />

that a person can use to express his or her consent<br />

about the content of a document.<br />

8 The present Framework promotes all those issues, that related<br />

to electronic identification processes of individuals in physical or<br />

virtual environments, constitute the basis for future agreements<br />

of mutual acknowledgement, between the Ibero American States,<br />

that are mandatory to attain a common effective means for Ibero<br />

American Social Electronic Identification.<br />

9 Through this Framework, the Ibero American States will focus the<br />

discussion of the legal and technical aspects necessary for the execution<br />

of data interchange agreements, the interoperability of the<br />

systems and the establishment of common technological standards.<br />

10 The Ibero American States are committed to the interchange of national<br />

experiences as regards the implementation of the electronic<br />

identity document and the electronic passport, and any other<br />

mechanism for digital authentication.<br />

11 At last, this Framework includes the contents of understanding so<br />

that the Ibero American States can execute agreements of mutual<br />

acknowledgement of digital certificates.<br />

12 To constitute a generic framework of leading principles, policies<br />

and management procedures, to set up the basis to establish a future<br />

scheme of mutual recognition of social identification devices<br />

in the countries of the Ibero American community.<br />
