First Chapter. Purpose and scope of Ibero-American Social Electronic Identification<br />

Objectives 1 The present Framework for the Ibero American Social Electronic<br />

Identification has the following objectives:<br />

a. To provide a concept framework and the components involved<br />

in individuals’ identification processes, that by means<br />

of technological elements, facilitate E-Government development<br />

and the implementation of public policies for social inclusion<br />

in Ibero America.<br />

b. To promote the use of electronic identification documents in<br />

the countries of the region, including electronic passports and<br />

national identity documents.<br />

c. To provide technical recommendations to public administrations<br />

for the electronic authentication processes, covering remote<br />

authentication of users on open networks.<br />

d. To constitute a generic framework of leading principles,<br />

policies and management procedures, to set up the basis to<br />

establish a future scheme of mutual recognition of social<br />

identification devices in the countries of the Ibero American<br />

community.<br />

e. To serve as a guide for the design, regulation, implementation,<br />

development, improvement and consolidation of national<br />

models for individuals’ electronic identification by the regional<br />

public administrations.<br />

Purpose 2 The objectives set forth in the previous paragraph have multiple<br />

purposes:<br />

a. To promote citizen participation in public management,<br />

through the implementation of quality electronic services and<br />

guidelines for interaction between inhabitants and their public<br />

administration by electronic means.<br />

b. To seek the acknowledgement of the right to interact electronically<br />

with the Administration as considered in the Ibero<br />

American Charter on E-Government.<br />

c. To facilitate communication and relationship between individuals<br />

and public administrations by electronic means.<br />

d. To establish a cross-border acknowledgement framework for<br />

electronic identification and authentication devices.<br />

e. To promote the use and mutual acknowledgement of electronic<br />

identity documents.<br />

f. To ensure the protection of individuals’ right to identity.<br />

g. To facilitate data interchange among the countries of the<br />

region, in line with the national regulations on personal data<br />

protection.<br />
