Based on previous fundaments, the Ibero American Social<br />

Electronic Identification is guided by the following<br />

principles:<br />

a. Equality and non discrimination principle: in no case<br />

the use of electronic means can imply the existence of<br />

restrictions or discriminations for the inhabitants that interact<br />

with their public administrations.<br />

b. Legality principle: to keep guarantees provided for in<br />

the traditional modes of relations between people and<br />

the Government and the Administration when performed<br />

by electronic means.<br />

c. Conservation principle: it ensures that electronic communications<br />

and documents are kept in an accessible<br />

manner for its further use or reference, in similar conditions<br />

as in traditional means.<br />

d. Transparency and accessibility principle: it ensures<br />

that the information of public administrations and their<br />

services by electronic means is made in an understandable<br />

language in line with the recipient’s profile.<br />

e. Proportionality principle: so that security methods are<br />

the adequate ones for the nature of the relation established<br />

with the Administration.<br />

f. Responsibility principle: so that the Administration and<br />

the Government be accountable for the actions performed<br />

by electronic means in the same manner as those<br />

made by the traditional means.<br />

g. Technological adequacy principle: Administrations<br />

shall choose the most adequate technologies to satisfy<br />

their needs.<br />

Second Chapter. Elemnts involved in the Identification process<br />
