Gabriel Casal<br />

Mercedes Rivolta<br />

Advisor to the Undersecretariat of Management Technologies of the Chief of the Cabinet Office.<br />

Lawyer. She has earned a degree of Magister in Public Administration (FCE<br />

UBA) and is member of the Staff of Government Administrators of the<br />

Cabinet Chief’s Office. At present she is an advisor to the Undersecretariat<br />

of Management Technologies of the Chief of the Cabinet Office of<br />

Argentina. She was a member of the technical commissions in charge of<br />

writing Law No. 25.506 of digital signature, the Decree No. 1023/01 that<br />

sets up the public procurement regime of the National Administration,<br />

and a coordinator of the Technical Committee that wrote the Regularity<br />

Decree No. 2628/02 of the Argentine digital signature law. As an<br />

international consultant she has provided assistance to the governments<br />

of Panama, Dominican Republic, Peru, Paraguay, Colombia, Inter-American<br />

Development Bank and World Bank on subjects related to the regulation<br />

of electronic systems in public procurement and digital signature<br />

infrastructure.<br />
