In the XII Ibero American Conference of Health Ministers, held in Buenos Aires, it was decided to<br />

foster an integrated Health and Education agenda for social inclusion and it was agreed to carry out<br />

joint actions to foster human resources training and education.<br />

In the same sense, the XII Ibero American Conference of Ministers of Public Administration and State<br />

Reform, held in Buenos Aires, fostered the promotion and implantation of the Ibero American Charter<br />

for the Public Service and the Ibero American Charter on Public Management. The 18 participating<br />

countries agreed to decidedly promote the Ibero American Charter on E-Government.<br />

Due to the impact that communication and information technologies currently have on the<br />

development of societies, and that their use by governments can lead to a positive result in public<br />

management, the Ibero American Charter on E-Government acknowledges citizens’ right to interact<br />

electronically with public administrations to facilitate their participation and turn the latter more<br />

transparent, effective and efficient.<br />

The Charter also promotes, with the same goals, the construction of an information and knowledge<br />

society that shall be inclusive, focused on individuals and oriented to development, considering the<br />

irreplaceable role of the States to ensure the universalization of all the population and the continuity<br />

of electronic services and strengthening of democracy. Consequently, the participants of this<br />

meeting agreed to adopt the principles and orientations of the Ibero American Chart by the States of<br />

this region, for which they decided to develop policies and tools to facilitate communications and<br />

services interoperability, as well the promotion of the use of public software in public administrations.<br />

On the other hand, the XIV Ibero American Forum of Ministers and High Rank Officers of the Housing<br />

and Urban Planning Sector, held in Buenos Aires, the 15 participating Ibero American countries agreed<br />

to give maximum priority to the actions related to housing in urban areas that are part of integral<br />

programs to ensure public facilities, specially educational buildings.<br />

Similarly, the X Ibero American Conference of Ministers of Tourism, held in Córdoba, Argentina, under<br />

the “Tourism, Education and Social Inclusion” theme, agreed to go on working in the sensitization<br />

and building of awareness in regard to the relevance of tourism as an economy reactivation tool<br />

and stimulus of national and local economies of Ibero America. They also decided to keep on with<br />

the efforts to create the Ibero American Network on Training on Tourism and a group integrated by<br />

Argentina, Brazil, Costa Rica, Spain and Paraguay, was formed, with the goal of elaborating a project<br />

to turn this Network feasible.<br />

It was also decided to foster the sustainability concept in tourism, education, training and practice,<br />

in order to favour the harmony between human beings and nature, and at the same time encouraging<br />

the promotion of new technologies and innovative practices leading to improve current competitive<br />

levels in this sector.<br />

On the other hand, and inspired in the social inclusion axis present in all sectorial ministerial meetings,<br />

in the XIII Ibero American Conference of Culture, held in Buenos Aires, the ministers analyzed the<br />

constitution of an Ibero American Common Market for Music, the creation of an Ibero American<br />

Cooperation Fund for Music and the constitution of an Ibero American Music Portal. The participating<br />

countries also dealt with the Ibero American Cultural Charter, the Cumbres Project, an artistic and<br />

cultural education program, for the region, and culture as a tool for social inclusion.<br />

With respect to education, the XX Ibero American Conference on Education, held in Buenos<br />
