The Convention on the Rights of the Child incorporated to the National Constitution under<br />

the 1994 Amendment (art. 75 par.22) states in its Article 7 that “The child shall be registered<br />

immediately after birth and shall have the right from birth to a name, the right to acquire a<br />

nationality and, as far as possible, the right to know and be cared for by his or her parents”. On<br />

the other hand, article 8 states that “States Parties undertake to respect the right of the child to<br />

preserve his or her identity, including nationality, name and family relations (…)”. 3<br />

In our internal law, Law N° 26.061 for the integral protection of the rights of girls, boys and<br />

adolescents rules under Article 11 that “Girls, boys and adolescents shall have the right to a<br />

name, a nationality, their mother tongue, to know who their parents are, and to preserve family<br />

relations in accomplishment of the law, the culture of the place of origin and to preserve their<br />

identity and idiosyncrasy, with the exception of the provisions of the articles 327 and 328 of the<br />

Civil Code”. 4<br />

Girls and Boys present a series of difficulties when they do not have an identity document. A<br />

child with no identification document does not have full access to the protection that public<br />

powers have the obligation to provide to every individual. The child is confined to a world with<br />

no opportunities to have access to the juridical, legal and social protection system in a country<br />

if the State does not protect him or her or does not recognize his or her rights.<br />

Although it is true that this corresponds to a management decision in the interior policy, as<br />

it has already been mentioned, it is inserted in the foreign policy to pursue the attainment of<br />

the commitments subscribed in the “World Summit and Millennium Development”, as it is the<br />

“World Status of Infancy” where statistics pose that millions of children are denied their basic<br />

rights to identity, quality education, health, protection from abuse and labour exploitation.<br />

But children are not only in our political agenda but also in our health agenda.<br />

Health<br />

In the “XII Ibero American Conference of Ministers of Health”, held on December 3 and 4, 2010 in<br />

the City of Mar del Plata, it was decided to foster an integrated agenda on health and education<br />

for social inclusion and it was agreed to implement joint actions to promote human resources<br />

training. 5<br />

The sanitary information system is one of the essential basis of the activities in public health.<br />

A few developing countries have effective systems although knowledge is boosted by the new<br />

communications and information tools. There is a considerable and evident gap between what<br />

those who plan sanitary policies know and what it is necessary to know to improve health<br />

projects. Needless to say those among the necessary issues to be considered are patient´s<br />

identification, medical records and confidentiality of their identity and associated data.<br />

Difficulties are not only due to financial constraints. In this area, measurement is a conceptual<br />
