Buenos Aires Penitentiary Service<br />

At the beginning of 2011 the Provincial Office of Biometry started working with the Buenos Aires<br />

Penitentiary Service to try to resolve fundamental issues related to the development of prison<br />

services: one the one hand, the issue of inter-prison transfers and transfers to and from court<br />

of inmates at the more than sixty provincial prisons and detention centres, and secondly prison<br />

access for prisoners’ relatives.<br />

To begin to address the foregoing issues, thirty biometric units for the processing of more<br />

than four thousand prisoners and thirty thousand visitors were installed in the Florencia Varela<br />

complex (comprising a total of ten separate facilities).<br />

To do this, the Provincial Office of Biometry delivered three biometric units to each facility,<br />

one for recording prisoners’ biometric details and the other two for the details of the visiting<br />

relatives (divided into men and women). The records comprise fingerprints, photograph<br />

and digital signature, and will be stored in the AFIS server acquired for use by the Provincial<br />

Penitentiary Service.<br />

All of the databases created to date (in other words those set up by the Provincial Directorate of<br />

Road Policy and Safety, the Registry of Event Admission Staff, the Directorate General of Private<br />

Security Agencies and the Provincial Penitentiary Service) are completely cross-referable, having<br />

been set up under protocols and standards certified by the NIST (National Institute of Standards<br />

and Technology), the ANSI (American National Standards Institute) and the FBI (Federal Bureau<br />

of Investigation), and can be integrated with the databases fed by the five hundred local offices<br />

of the Provincial Civil Registry and the Rapid Documentation Centres (CDRs) in which the new<br />

DNI and passport are processed.<br />

There is no doubt that with advances in new technology it has today become possible to carry<br />

out large-scale biometric projects in respect of the general population to complement the<br />

work done in respect of prisoners. Even cost does not present a significant barrier. In fact the<br />

main problem lies in finding specialized staff in this field, not only programmers but also people<br />

who are familiar with the operational rules, standards and practices in other countries.<br />

Nevertheless, we believe that we are on the right track. We must continue working to improve<br />

good and best practices and ensure that all of the biometric databases can be used in crossreference<br />

regardless of where they are or which organization administers them. We are<br />

convinced that the application of biometric tools will provide a noticeable improvement in the<br />

ability of the Province to protect personal identity.<br />
