De nouvelles configurations urbaines exigent <strong>de</strong> nouvelles modalités <strong>de</strong> gestion urbaine et la mise en place <strong>de</strong>s institutions qui sont adaptées à la nature polynucléaire <strong>de</strong> ces régions urbaines. Si ces réformes ne sont pas rapi<strong>de</strong>ment adoptées et mises en œuvre, les gran<strong>de</strong>s villes finiront par se fragmenter, <strong>de</strong>viendront dysfonctionnelles et <strong>de</strong> plus en plus difficiles à vivre, et peuvent se transformer en foyers critiques <strong>de</strong> risque environnemental, social et politique. Si les tendances actuelles se maintiennent, toutes les gran<strong>de</strong>s villes d’Afrique centrale connaitront entre, 2010 et 2020, une croissance démographique importante et une expansion territoriale au-<strong>de</strong>là <strong>de</strong> leurs limites administratives municipales. Luanda, par exemple, a absorbé dans sa croissance spatiale les villes avoisinantes <strong>de</strong> Benfica et Viana, tandis que Kinshasa a déjà englouti Kinkole à la l’est, Kimwenza au nord et Matadi-Mayo à l’ouest. Pour avoir une idée exacte <strong>de</strong> l’ampleur <strong>de</strong> cette expansion spatiale, la distance entre Kinkole et Matadi-Mayo est plus <strong>de</strong> 100 km, et la Gran<strong>de</strong> Métropole <strong>de</strong> Kinshasa ne cesse <strong>de</strong> s’étendre. L’expansion urbaine actuelle en République Démocratique du s Kinshasa, RdC. ©eddy isango/irin Congo s’explique par le fait qu’après l›indépendance en 1960, la capitale a gagné en importance sur toutes les autres villes <strong>de</strong> ce vaste pays. Kinshasa, en 1970, comptait seulement un (1) million d’habitants et atteindra 3,5 millions d’âmes en 1990, puis 5,6 millions en 2000. Selon les estimations, la capitale <strong>de</strong> la République Démocratique du Congo compterait 8,7 millions d’habitants en 2010. Les projections indiquent que d’ici 2020, Kinshasa comptera 12,78 millions <strong>de</strong> personnes et <strong>de</strong>viendra l’agglomération la plus peuplée d’Afrique, après Lagos. Avec un taux <strong>de</strong> croissance démographique prévisible <strong>de</strong> 71,8 pour cent entre 2010 et 2025, Kinshasa connaît une expansion démographique significative plus rapi<strong>de</strong> que celles <strong>de</strong> toutes les autres capitales d’Afrique Centrale. Parmi les villes d’Afrique centrale qui ne sont pas <strong>de</strong>s capitales, les populations <strong>de</strong> Mbuji-Mayi et <strong>de</strong> Lubumbashi <strong>de</strong>vraient croître <strong>de</strong> 50,0 et <strong>de</strong> 49,3 pour cent respectivement entre 2010 et 2020. L’élan a commencé entre 1992 et 1994, lorsque, conformément aux instructions du régime <strong>de</strong> Mobutu, les Congolais du Kasaï ont été expulsés <strong>de</strong> la province du Katanga. Près <strong>de</strong> <strong>de</strong>ux millions <strong>de</strong> personnes ont quitté le Katanga et la plupart d’entre eux ont rejoint
le Kasaï occi<strong>de</strong>ntal et sa capitale Mbuji-Mayi, dont la population a <strong>de</strong>puis lors augmenté rapi<strong>de</strong>ment. A Lubumbashi, la croissance démographique est l’aboutissement logique <strong>de</strong> l’essor économique qui provient <strong>de</strong> l’industrie minière <strong>de</strong>s résultats d’une croissance démographique d’un boom économique dans l’industrie minière au cours <strong>de</strong>s 10 <strong>de</strong>rnières années, avec <strong>de</strong>s développements comme l’installation <strong>de</strong>s compagnies minières étrangères dans la ville et la relance <strong>de</strong> divers types d’entreprises liées au secteur minier. Celles-ci ont stimulé l’immigration <strong>de</strong>s populations venues <strong>de</strong> l’intérieur et <strong>de</strong> l’extérieur <strong>de</strong> la province du Kasaï, à la recherche d’un emploi. Malgré la rapi<strong>de</strong> croissance urbaine et l’émergence <strong>de</strong>s régions urbaines (et dans le cas <strong>de</strong> Kinshasa-Brazzaville une méga-région urbaine transfrontalière), <strong>de</strong> nombreuses administrations centrales et locales donnent l’impression <strong>de</strong> n’avoir qu’une conscience très limitée <strong>de</strong>s conséquences potentiellement néfastes <strong>de</strong> la croissance territoriale anarchique et non planifiée. Les régions urbaines, à l’instar <strong>de</strong>s corridors <strong>de</strong> développement urbains, requièrent un examen attentif, en se concentrant non seulement sur le genre <strong>de</strong> retombées que les nouvelles configurations spatiales comporteront sur les besoins actuels et futurs <strong>de</strong> la gestion urbaine mais également sur les énormes concentrations <strong>de</strong> personnes et sur les activités économiques qui peuvent comporter <strong>de</strong>s risques graves pour le dynamisme urbain et la stabilité en milieu urbain. Ces risques peuvent prendre <strong>de</strong>s formes différentes et apparaissent souvent simultanément, <strong>de</strong> blocages <strong>de</strong> circulation déprimants qui sapent la productivité, contribuent à une dégradation grave <strong>de</strong> l’environnement et à <strong>de</strong>s frictions sociales. L›inégalité d›accès aux services, à l›emploi et une fragmentation urbaine souvent concomitante, émergente, constituent les principales causes déterminantes <strong>de</strong> l›escala<strong>de</strong> <strong>de</strong> l›insécurité et <strong>de</strong> la criminalité, <strong>de</strong> mécontentement populaire et <strong>de</strong> troubles sociaux. Kinshasa, par exemple, contrôle 52 pour cent <strong>de</strong> tous les échanges commerciaux <strong>de</strong> la République Démocratique du Congo 19 pour cent <strong>de</strong> la production industrielle, 21 pour cent <strong>de</strong>s services, 25 pour cent <strong>de</strong> l’ensemble <strong>de</strong>s entreprises <strong>de</strong> construction, 33 pour <strong>de</strong>s transports et <strong>de</strong>s communications, 21 pour cent <strong>de</strong>s opérations bancaires, 18 p. cent <strong>de</strong>s services d›intérêt général, 33 pour cent <strong>de</strong>s établissements d›enseignement supérieur et abrite la plus gran<strong>de</strong> infrastructure médicale du pays. Il est peu probable que les villes d›Afrique centrale puissent maintenir leur importants rôles politiques et économiques si la pratique <strong>de</strong> la gestion urbaine et les institutions n’évoluent pas et ne se dotent pas <strong>de</strong> ressources et <strong>de</strong>s compétences nécessaires correspondant à l›expansion physique et démographique rapi<strong>de</strong> <strong>de</strong>s municipalités. L’ignorance <strong>de</strong> la pauvreté massive qui prévaut en milieu urbain et <strong>de</strong>s besoins <strong>de</strong> la majorité <strong>de</strong>s populations urbaines non <strong>de</strong>sservies <strong>de</strong> manière convenable, n’est plus une option viable, ni la perpétuation <strong>de</strong>s inégalités criar<strong>de</strong>s en matière d’accès aux avantages <strong>de</strong> la vie urbaine. La croissance urbaine est un phénomène permanent et une réalité qui ne va pas disparaître dans les décennies à venir. La nécessité d›interventions intégrées et <strong>de</strong> réformes efficaces est plus urgente qu›elle ne l›a jamais été. La gestion <strong>de</strong> la planification et <strong>de</strong> l’aménagement du territoire, l’emploi en milieu urbain, le transport, la mobilité et le logement nécessitent tous <strong>de</strong>s transformations radicales. Peut-être que la tâche la plus importante est la réforme <strong>de</strong>s politiques sociales afin <strong>de</strong> résoudre rapi<strong>de</strong>ment et efficacement le problème <strong>de</strong> la pauvreté en milieu urbain.
