In recent years, there has been a growing importance of developing<br />

countries in the IT sector. In particular, there have been increased trade,<br />

exports, jobs, and investment in many Asian eco<strong>no</strong>mies 4 . While the IT<br />

sector continued to be a significant and growing share of the investment in<br />

developed countries, IT spending had increased most rapidly in emerging<br />

eco<strong>no</strong>mies. Developing countries and eco<strong>no</strong>mies benefited from the<br />

application of IT-enabled industries and services, including their SMEs.<br />

As part of its WTO accession commitments, <strong>China</strong> committed to<br />

provide duty-free treatment to imports of IT products covered by the ITA.<br />

According to a recent study prepared jointly by WTO and IDE-JETRO 5 ,<br />

<strong>China</strong>’s participation in the ITA has boosted its trade in IT products, its<br />

influx of FDI and its participation in regional production networks.<br />

As can be seen in Chart 8, in 2000, on the eve of its accession,<br />

<strong>China</strong> began to emerge as the third eco<strong>no</strong>mic giant. By 2005, the centre<br />

of network had completed shifted to <strong>China</strong>. <strong>China</strong> <strong>no</strong>w became the core<br />

market for intermediate products. In 2008, world trade (based on exports)<br />

in ICT products was approximately $ 1,908 billion and two thirds of<br />

which are ITA products. <strong>China</strong>’s exports of ICT products were $431<br />

billion which accounted for 22.5% of world ICT exports and more than<br />

30% of <strong>China</strong>’s total exports. Most of <strong>China</strong>’s exports of ICT products<br />

are made in export processing zones (Chart 8).<br />
