cohesiveness. The transition poses a severe challenge on finding new<br />

consensus to keep the unity of the ruling party. Secondly, the test on <strong>China</strong>’s<br />

political integration and social stability will be even more severe if we<br />

consider the pressures from the West, the formation of vested interests<br />

group, and the continuous public demand of political engagement. Thirdly,<br />

three decades of changes in the relations between the state and the society<br />

has caused a remarkable growth of social forces. Although the social forces<br />

do vitalize the society and highlight independent personality, yet they make<br />

national decision-making much more complex. To avoid major strategic<br />

mistakes, the government has to strike a balance between making rational<br />

decisions and responding to nationalist sentiments. Therefore, suffice it to<br />

say <strong>China</strong>, like any other country in the world, is facing complex problems<br />

and severe challenges in its internal governance.<br />

On the whole, <strong>China</strong> will experience in the next decade a huge<br />

increase in its comprehensive strength, and may become world’s<br />

second largest country, only behind US, in comprehensive strength<br />

by the end of 2020. Nevertheless, the optimistic prospect may be<br />

darkened or even dimmed if the country fails to control conflicts and<br />

solve problems through system adjustments and social reforms. The<br />

coexistence of power and weaknesses discloses the twofold nature of<br />

<strong>China</strong> in a considerable period of time. Although positioned as the<br />

largest developing country, <strong>China</strong> <strong>no</strong>netheless shares wide common<br />

interests with developed countries in practical affairs. Experiencing<br />

a rapid eco<strong>no</strong>mic growth and accumulation of material wealth, <strong>China</strong><br />

faces unprecedented internal challenges and international risks.<br />

Shouldering the responsibility to build a harmonious society where<br />

the public demand of justice and equality are fulfilled, <strong>China</strong> has to<br />

ease foreign doubts towards its strategy and take the responsibility to<br />

maintain a peaceful and stable international environment. These facts<br />

determine the twofold nature of <strong>China</strong>’s diplomacy. Strategically,<br />

to concentrate on internal issues, <strong>China</strong> needs to keep a low profile<br />

and maintain an inward-looking defensive posture. Tactically, <strong>China</strong><br />

should actively defend its broadening national interests. In the overall<br />

perspective, <strong>China</strong> should expand its horizon to the international level,<br />

stick to openness, cooperation, mutual benefit, and a win-win strategy,<br />

treat different issues with different approaches, and be determined to<br />

safeguard its core interests and strategic space.<br />
