but also brought opportunity and welfare to the whole world. The most<br />

remarkable point is that the whole process is done in a very short period of<br />

time, and has <strong>no</strong>t brought wars or conflicts to other countries. From daily<br />

supplies to industrial fabrications, from UN peacekeeping operations to<br />

a string of international summits, <strong>China</strong> is <strong>no</strong>w an outstanding element<br />

in international community, while the Chinese Mode has become a hot<br />

topic around the world 13 . The basic experience and thinking of <strong>China</strong><br />

gives new-coming countries a revelation on how to set the priority of<br />

domestic agenda, and on how to treat the relationship between external<br />

experience and local care. The Chinese Mode also has a distinct influence<br />

over how to counter such fundamental challenges in the world today<br />

as war and peace, clash of civilizations, environment protection, and<br />

so on. In this sense, the rise of <strong>China</strong> equals the rise of its political<br />

soft power 14 . Of course, the comprehensive growth of <strong>China</strong>’s national<br />

strength is constrained by some harsh problems in that the development<br />

of soft and hard powers is imbalanced, that its limited influence does<br />

<strong>no</strong>t match its power, and that it lacks international discourse power 15 .<br />

Thus, the construction of soft power has become the country’s overall<br />

development strategy and an important part of <strong>China</strong>’s foreign policy. In<br />

the coming ten years, <strong>China</strong> will keep improving quality of life at home<br />

and image outside, attach greater emphasis on national governance, the<br />

core values, and diplomatic relations, and thereby provide support to the<br />

development of its comprehensive national strength.<br />

Of course, <strong>China</strong> in the next ten years will be full of internal conflicts<br />

and external complexities. Firstly, the rapid growth of national wealth<br />

does <strong>no</strong>t mean the overall progress of the entire social system. On the<br />

contrary, the longtime focus on eco<strong>no</strong>mic growth has led to a series of<br />

problems like eco<strong>no</strong>mic disparity, social imbalance, resource shortages,<br />

and environmental degradation. Policy makers need to muster all their<br />

political wisdom to prevent the escalation of these problems, which<br />

are often the prelude to the eruption of social conflicts. Secondly, the<br />

transition from charismatic leadership to tech<strong>no</strong>logy-based leadership<br />

will inevitably reduce the personal prestige of leaders and ideological<br />
