SECTION 230910 MECHANICAL SYSTEMS COMMISSIONING: continued<br />

1. Meet with the TAB contractor prior to beginning TAB and review the TAB Plan to determine<br />

the capabilities <strong>of</strong> the control system toward completing TAB. Provide the TAB<br />

any needed unique instruments for setting terminal unit boxes and instruct TAB in their<br />

use (handheld control system interface for use around the building during TAB, etc.).<br />

2. For a given area, have all required pre functional checklists, calibrations, startup and selected<br />

functional tests <strong>of</strong> the system completed and approved by the CA prior to TAB.<br />

3. Provide a qualified technician to operate the BAS to assist the TAB contractor in performing<br />

TAB, or provide sufficient training for TAB to operate the system without assistance.<br />

G. Control system checkout and testing by the BAS Contractor shall be performed in the following<br />

manner:<br />

1. Startup Testing: All testing listed in this section shall be performed by the BAS Contractor<br />

and shall make up part <strong>of</strong> the necessary verification <strong>of</strong> the operating control system.<br />

This testing shall be completed before the Owner’s Representative is notified that the system<br />

is ready for demonstration.<br />

2. The BAS Contractor shall furnish all labor and test apparatus required to calibrate and<br />

prepare for service <strong>of</strong> all instruments, controls, and accessory equipment furnished under<br />

this specification.<br />

3. Verify that all control wiring is properly connected and free <strong>of</strong> all shorts and ground<br />

faults. Verify that all terminations are tight.<br />

4. Enable the control systems and verify calibration <strong>of</strong> all input devices individually. Perform<br />

calibration procedures per manufacturer’s recommendations.<br />

5. Verify that all binary output devices (relays, solenoid valves, two-position actuators and<br />

control valves, magnetic starters, etc.) operate properly and that the normal positions are<br />

correct.<br />

6. Verify that all analog output devices (I/Ps, actuators, etc.) are functional, that start and<br />

span are correct, and that direction and normal positions are correct. The Contractor shall<br />

check all control valves and automatic dampers to ensure proper action and closure. The<br />

Contractor shall make any necessary adjustments to valve stem and damper blade travel.<br />

7. Verify that the system operation adheres to the Sequence <strong>of</strong> Operation. Simulate and observe<br />

all modes <strong>of</strong> operation by overriding and varying inputs and schedules. Tune all<br />

DDC loops and optimum Start/Stop routines.<br />

8. Check each alarm separately by including an appropriate signal at a value that will trip<br />

the alarm.<br />

9. Interlocks shall be tripped using field contacts to check the logic, as well as to ensure that<br />

the fail-safe condition for all actuators is in the proper direction.<br />

10. Interlock actions shall be tested by simulating alarm conditions to check the initiating<br />

value <strong>of</strong> the variable and interlock action.<br />

H. The BAS Contractor shall prepare a written plan indicating in a step-by-step manner, the procedures<br />

that will be followed to test, checkout and adjust the control system prior to functional<br />

performance testing, according to the process in Section 019113. At minimum, the plan shall<br />

include for each type <strong>of</strong> equipment controlled by the automatic controls:<br />

1. System name.<br />

2. List <strong>of</strong> devices.<br />

3. Step-by-step procedures for testing each controller after installation, including:<br />
