Proceedings of the 12th Annual Conference © 2011 IAABD Results We use qualitative results of the two models as reported in contemporary history of Zimbabwe. Results of Model I included dual economy, world class agricultural economy, discontent among locals, liberation struggle, and independence. The Government of Zimbabwe describes the indigenous approach to land redistribution as a success from a political and economic perspective. Land has been transferred. According to Mamdani (2008) Zimbabwe has seen the greatest transfer of property in southern Africa since colonization and it has all happened extremely rapidly. Discussion The clarity of purpose and practical strategies focused on achievement of the objectives in sight characterizing the models of land distribution in Zimbabwe discussed above confirm Herbst (1990) argument that For Zimbabwe, land remains – as it always has been – a highly emotive, political, economic and cultural issue. Land was the central issue in the forced removal of local by settlers, and in Zimbabwe’s war of liberation. Given the conflicting contending forces articulated by Mupepi (2010) land continues to be the most important issue in independent Zimbabwe. Through an indigenous approach, Model II, the Government of Zimbabwe has undone the land redistribution structures created through the colonial approach, Model I. Zimbabwe’s experience is a demonstration that the doctrine of indigenization is no longer confined to rhetorical circles. It is a practical revolution for relevance, as has been shown by similar concept programs in other regions like the Philippines (Garming, 2008), Colombia and Brazil (Deininger, 1994), Mexico, (Hoshino, 2001). Experiences in other regions confirm what Zimbabwe is still currently experiencing, that indigenization approaches have gains and limitations.
