Munene and Joseph Ntayi Makerere University Business School, Uganda Challenges in the Era of Globalization Edited by Emmanuel Obuah This study explored the components of organizational resilience and level of organizational resilience in Uganda’s parastatals. This was deemed necessary for us to identify organization resilience components that can be investigated further and probably confirmed to be measures of organizational resilience so as to be used by researchers and policy makers. Evidence for reliable and valid organizational resilience components in the extant literature remained elusive. The study provides some evidence that suggests that organizational adaptation, organizational competitiveness, and organizational value may be components of organizational resilience in Uganda parastatals and that organizational resilience is just moderate. The findings provide lessons that contribute to the debate on organizational resilience. Researchers can use the measures to design their instruments. While managers in parastatal organizations can use the components to measure the level of organizational resilience in their organizations. Introduction Parastatal organisations are very important institutions charged with public service delivery. Parastatals are formed to improve service delivery on behalf of government yet reports seem to suggest that parastatals are not of much value to society (Rondinelli, 2008). Organisations should strive to remain useful to society by providing competitive services lest they lose their vision, mission, and mandate (Basu, 2008). In other words, they should be resilient enough to cope with certain challenge. Organisational resilience is the ability of the organization to cope with change through continuous renewal of business operations in order to prevent decay and disuse (Cho, et al., 2007). Organisational resilience which has been qualitatively studied in private sector (McManus, 2008) appears to be least explored in the public sector. This study focussed on the public organisations, specifically parastatals in Uganda. A parastatal is any autonomous or semi-autonomous entity wholly or partially owned by government that operates under a Board of Directors (Kauzya, 2008). Organisational resilience can be examined in terms of adaptation (Weeks 2008), organisational value (Moore & Khargram, 2004) and organisational competitiviness (Li-Hua, 2007). Scholars like McManus (2008) and Weeks (2008) have examined organisational resilience with emphasis on adaptation of firms with little attention paid to organisational value and organisational competitiveness. Indeed, McManus’s (2008) study recommended further resilience studies using quantitative methodologies. A few studies, to the best of our knowledge have quantitatively examined resilience though at community level (Paton, 2007), and individual level (Gillespie, 2007; Langvardt, 2007) and they fall short of identifying components of organisational resilience especially in public organisations like parastatals. Despite the contribution of some studies, the factors that describe organisational resilience remain elusive especially in the parastatal sector of Uganda.
