those who can not be released for the afternoon <strong>of</strong> December 24 will be given<br />

one-half day <strong>of</strong>f with pay at some mutually agreeable time. A like principle will be<br />

applied in the cases <strong>of</strong> other employees who because <strong>of</strong> work schedules, vacations,<br />

or sick leave would not be on duty on December 24.<br />

On motion <strong>of</strong> Mr. Johnston, this policy was adopted.<br />

REPORTS OF BOARD COMMITTEES<br />

The Board took up consideration <strong>of</strong> the following reports and recommendations<br />

from its committees.<br />

REPORT OF THE EXECUTIVE COMMITTEE<br />

Oil and Gas Lease on Hackett Farms<br />

At its meeting on October 29, 1957, the Board <strong>of</strong> Trustees received a recommendation<br />

that an oil and gas lease covering the Hackett Farms in Douglas and Moultrie<br />

counties be executed with Development Associates, Inc., <strong>of</strong> Alton, Illinois, for a<br />

period <strong>of</strong> six months and as long thereafter as oil or gas is produced on these<br />

farms if there is such production at the expiration <strong>of</strong> the six-month period. The<br />

Board questioned the adequacy <strong>of</strong> the consideration to be received by the University,<br />

viz., $1.50 an acre plus the usual, standard one-eighth royalty upon the oil and<br />

gas produced, and referred the proposal to the Executive Committee with power<br />

to act.<br />

Development Associates, Inc., was unwilling to increase its <strong>of</strong>fer in view <strong>of</strong> the<br />

highly speculative character <strong>of</strong> the drilling operation and withdrew the <strong>of</strong>fer stating<br />

that they are abandoning plans to drill on adjoining properties. Subsequently they<br />

consented to let the original <strong>of</strong>fer stand if the Board would reconsider it.<br />

Since this is the best <strong>of</strong>fer which can be received at this time, the Executive<br />

Committee authorized a lease for six months from the date <strong>of</strong> execution for a<br />

consideration <strong>of</strong> $1.50 an acre plus one-eighth royalty on any oil and gas produced.<br />

Under this lease, the University will receive a minimum <strong>of</strong> $624.00 and, if oil or<br />

gas is produced, it will receive the standard royalty.<br />

This report was received for record.<br />

REPORTS OF THE COMMITTEE ON BUILDINGS AND GROUNDS<br />

Naming <strong>of</strong> Addition to Lincoln Avenue Residence<br />

Mr. Williamson reported that the Committee on Buildings and Grounds has approved<br />

a recommendation that the addition to the Lincoln Avenue Residence, now<br />

in service, be named the "Louisa C. Allen Residence Hall" for Louisa C. Allen,<br />

who was Instructor in Domestic Science at the University <strong>of</strong> Illinois, 1874-78, and<br />

Pr<strong>of</strong>essor <strong>of</strong> Domestic Science and Preceptress, 1878-80. She was one <strong>of</strong> the first<br />

women on-the faculty. She resigned shortly after her marriage to Dr. John Milton<br />

Gregory, the first Regent <strong>of</strong> the University.<br />

On motion <strong>of</strong> Mr. Williamson, the action <strong>of</strong> the Committee was<br />

confirmed.<br />

Rental <strong>of</strong> Space to the Wesley Foundation<br />

The Board <strong>of</strong> Trustees on May 19, 19SS, approved a recommendation from the<br />

Director <strong>of</strong> the Physical Plant Department and the Comptroller that the Wesley<br />

Foundation and Trinity Church, in Urbana, be permitted to use from four to six<br />

classrooms in the Mechanical Engineering Building on Sunday mornings during<br />

the period <strong>of</strong> the construction <strong>of</strong> the new church with the understanding that the<br />

University would be reimbursed for any expenses resulting from such use. At the<br />

time this was authorized, it was anticipated that construction <strong>of</strong> the new church<br />

would be started in September, 1955, and that University facilities would be needed<br />

for a period <strong>of</strong> twenty to twenty-four months.<br />

The church has not yet been constructed and its <strong>of</strong>ficers have requested that<br />

authorization <strong>of</strong> the use <strong>of</strong> University facilities be extended for another twentyfour-month<br />

period. The Foundation will need only two rooms but will need one <strong>of</strong><br />

them during the week for choir practice in addition to the use <strong>of</strong> the two rooms on<br />

Sunday. This will not conflict with University work in the Mechanical Engineering<br />

Building.
