decreased by the new contracts. The University may cancel the balance <strong>of</strong> the<br />

purchase contract if it believes that any price adjustment is not justified.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the Board<br />

be authorized to execute contracts as recommended, subject to the approval by the<br />

Governor as required by the state constitution.<br />

On motion <strong>of</strong> Mr. Johnston, these contracts were awarded, as<br />

recommended, and the Comptroller and the Secretary <strong>of</strong> the Board<br />

were authorized to execute the same.<br />

CONTRACTS FOR COAL AND FUEL OIL FOR<br />

MEDICAL CENTER STEAM PLANT<br />

(23) The Director <strong>of</strong> the Physical Plant, the Business Manager <strong>of</strong> the Chicago<br />

Colleges, and the Vice-President and Comptroller recommend award <strong>of</strong> a contract<br />

to the Crerar Clinch Coal Company, 3552 West Division Street, Chicago, the lowest<br />

bidder, for 18,000 tons <strong>of</strong> screenings coal to be delivered to the Medical Center<br />

Steam Company Plant, operated by the University, as required during the period<br />

August I, 1957, to June 30, 1958, at a per ton cost <strong>of</strong> $4.65, plus transportation <strong>of</strong><br />

$1.36, plus $1.28 for handling, storage, and delivery, or a total estimated cost <strong>of</strong><br />

$131,220.00. This price is based on the present wage scale and is subject to increase<br />

or decrease in the event that wage contracts now in effect are changed, and any<br />

such change affects the price to the extent that production costs are increased or<br />

decreased by new freight rates or wage contracts. The University has the right <strong>of</strong><br />

approval <strong>of</strong> any such increase in price.<br />

The lowest bid is determined by the number <strong>of</strong> British Thermal Units per one<br />

cent <strong>of</strong> cost based on guaranteed analysis. A continuous check is provided at the<br />

Steam Plant to insure compliance with the specifications.<br />

The above named <strong>of</strong>ficers also recommend the purchase <strong>of</strong> a minimum <strong>of</strong><br />

8,000 gallons <strong>of</strong> No. 6 fuel oil with the option <strong>of</strong> purchasing as much more as may<br />

be required for emergency use, but not to exceed 450,000 gallons, from the Jewett<br />

and Sowers Oil Company, 2480 South Archer Avenue, Chicago, the lowest bidder,<br />

at a price not to exceed $0.0073 per gallon subject to adjustment in accordance<br />

with the posted price variations published in the Wall Street Journal. On the basis<br />

<strong>of</strong> the maximum price quoted, the total cost <strong>of</strong> 8,000 gallons would be $778.40, and<br />

<strong>of</strong> 450,000 gallons, $43,785.<br />

The Medical Center Steam Company Plant is equipped to burn either coal,<br />

gas, or oil. Winter operation has been with coal, and summer operation has been<br />

with gas. The purchase <strong>of</strong> fuel oil is recommended for stand-by service. If used<br />

for emergency operation instead <strong>of</strong> gas or coal, there will be a corresponding<br />

reduction in expenditures for these two fuels.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the Board<br />

be authorized to execute the contracts for these purchases, subject to approval by<br />

the Governor as required by the state constitution.<br />

On motion <strong>of</strong> Mr. Bissell, these contracts were awarded, as recommended,<br />

and the Comptroller and the Secretary <strong>of</strong> the Board were<br />

authorized to execute the same.<br />

PURCHASE OF QUONSET BUILDING FOR INSTITUTE OF AVIATION<br />

(24) The Institute <strong>of</strong> Aviation is in need <strong>of</strong> additional facilities to house its<br />

instructional program in aircraft maintenance. From a small group <strong>of</strong> eight<br />

students in the first class <strong>of</strong> this two-year terminal program in 1948, the enrollment<br />

grew to ninety-three last year, and it is estimated that there will be one hundred<br />

and twenty students in September, 1957. As the program has developed, the curriculum<br />

has shared space facilities <strong>of</strong> the main aircraft maintenance shop at the<br />

Airport. This is no longer feasible because <strong>of</strong> the increased size <strong>of</strong> the student body<br />

and shop needs for additional space.<br />

A Quonset building, similar to the buildings currently used at the Airport, will<br />

fulfill the requirements. The total cost <strong>of</strong> the building is $11408.72; an additional<br />

$7,000 is necessary for foundation, floor, and electrical installations. The Institute<br />

<strong>of</strong> Aviation can provide $8,408.72 so that an appropriation <strong>of</strong> $10,000 from general<br />

University funds is needed.<br />
