III. EDUCATIONAL ORGANIZATION<br />

A. COLLEGES AND SCHOOLS<br />

THE COLLEGE<br />

Sec. 8. (a) The college is the largest educational and administrative<br />

group. It comprises those departments or interests which are best served by<br />

their inclusion within it.<br />

(b) The college shall be governed in its internal administration by its<br />

faculty. The faculty consists <strong>of</strong> the President, the Vice-President and Provost,<br />

the dean, the associate deans and assistant deans <strong>of</strong> the college, and all pr<strong>of</strong>essors,<br />

associate pr<strong>of</strong>essors, assistant pr<strong>of</strong>essors, and instructors within the<br />

groups it comprises, together with a representative <strong>of</strong> any other department or<br />

group as may be entitled to representation by virtue <strong>of</strong> participation in the<br />

program <strong>of</strong> instruction in the college, and such other <strong>of</strong>ficers <strong>of</strong> the University<br />

as the President may assign thereto. The dean <strong>of</strong> the college, on the advice <strong>of</strong><br />

the College Executive Committee and in consultation with the President, shall<br />

determine faculty membership as implied by the phrase "participation in the<br />

program <strong>of</strong> instruction in the college." The Executive Committee <strong>of</strong> the<br />

college, in consultation with the dean, shall determine the voting rights <strong>of</strong><br />

members <strong>of</strong> the faculty not on full-time appointment.<br />

(c) Subject to the jurisdiction <strong>of</strong> the Senates as provided in Section 6,<br />

the college shall have jurisdiction in all educational matters falling within the<br />

scope <strong>of</strong> its programs, including the determination <strong>of</strong> its curricula, except<br />

that proposals which involve budgetary changes shall become effective only<br />

, when the President, having received the advice <strong>of</strong> the University Council, has<br />

approved them. The college has the fullest measure <strong>of</strong> autonomy consistent<br />

with the maintenance <strong>of</strong> general University educational policy and correct<br />

academic and administrative relations with other divisions <strong>of</strong> the University.<br />

In questions <strong>of</strong> doubt concerning the proper limits <strong>of</strong> this autonomy between<br />

the college and the Senate, the college shall be entitled to appeal for a ruling<br />

to the President, who shall make his decision after consultation with the<br />

Senate Coordinating Council.<br />

(d) The transfer <strong>of</strong> any line <strong>of</strong> work, or any part there<strong>of</strong>, to or from a<br />

college, from or to some other administrative group, shall be made on the<br />

recommendation <strong>of</strong> a Senate, the Senate Coordinating Council, and the President,<br />

and on approval <strong>of</strong> the Board <strong>of</strong> Trustees.<br />

(e) The faculty shall elect its secretary and committees.<br />

(f) An Executive Committee <strong>of</strong> two or more members, composed <strong>of</strong> or<br />

selected from the pr<strong>of</strong>essors, associate pr<strong>of</strong>essors, and assistant pr<strong>of</strong>essors in<br />

the college and elected annually by the faculty, shall advise the dean <strong>of</strong> the<br />

college and transact such business as may be delegated to it by the faculty.<br />

The dean is ex <strong>of</strong>ficio a member and chairman <strong>of</strong> the committee. When meeting<br />

to give advice on appointment <strong>of</strong> the dean, the senior faculty member on<br />

ihe Executive Committee shall be chairman, and the dean shall not be a<br />

inember.<br />

HE DEAN<br />

Sec. 9. (a) The dean is the chief executive <strong>of</strong>ficer <strong>of</strong> the college, responsible<br />

to the President for its administration. He is the agent <strong>of</strong> the college<br />

acuity for the execution <strong>of</strong> college educational policy.
