ARCHITECTURAL SERVICES FOR THE 1957-59 BUILDING PROGRAM<br />

(19) Architectural work on the 1957-59 building program should be started at the<br />

earliest possible date to allow time for efficient planning and insure completion <strong>of</strong><br />

construction within the biennial period.<br />

The Director <strong>of</strong> the Physical Plant and the Vice-President and Comptroller<br />

recommend award <strong>of</strong> contracts for architectural services as listed below on commissions<br />

<strong>of</strong> 6 per cent <strong>of</strong> the cost <strong>of</strong> the construction for which pr<strong>of</strong>essional<br />

services are rendered. Such services shall include design and complete building<br />

studies, working drawings, plans and specifications, and the supervision <strong>of</strong> construction,<br />

except in the case <strong>of</strong> the Art and Architecture Building which Mr. Ambrose<br />

Richardson is designing and for which design work credit will be required <strong>of</strong><br />

the firm employed to complete the planning, and with the exception <strong>of</strong> supervision<br />

<strong>of</strong> the remodeling in the Research and Educational Hospitals and in the<br />

Dentistry-Medicine-Pharmacy Building will be furnished by the University. If<br />

models are required, additional payments will be made on terms mutually<br />

agreed upon in advance.<br />

The University will reserve the right to terminate contracts and any <strong>of</strong> the<br />

work covered at any time, provided that:<br />

1. In the event <strong>of</strong> termination on or before completion <strong>of</strong> building studies, compensation<br />

will be computed on the basis <strong>of</strong> cost <strong>of</strong> work done plus 100 per cent<br />

for overhead and commission, and provided further that such costs shall not<br />

exceed the fixed amounts hereinafter specified. The "cost" shall include salaries<br />

paid to pr<strong>of</strong>essional employees and/or partners actually working on the project.<br />

Records will be maintained by the architects on all "costs" and shall be subject<br />

to audit by the University.<br />

2. In the event architectural work is terminated after working drawings have been<br />

authorized but before completion, the architects will be paid a fixed sum within<br />

the limits herein specified plus a further payment computed on salaries paid<br />

pr<strong>of</strong>essional employees plus 100 per cent for the work done after completion <strong>of</strong><br />

building studies accepted by the University.<br />

The University will not be committed to making any payments prior to<br />

August 1, 1957, to the architects for work done under these contracts in excess <strong>of</strong><br />

the fixed amounts stated as follows:<br />

1. Library Addition (seventh addition), Urbana-Champaign — Graham,<br />

Anderson, Probst, and White, Chicago $ 10 000<br />

2. Art and Architecture, Urbana-Champaign — Mittelbusher and Tourtelot,<br />

Chicago (completion <strong>of</strong> building studies by Mr. Ambrose<br />

Richardson) 20 000<br />

3. Research and Educational Hospitals remodeling and other remodeling,<br />

including minor additions, Chicago:<br />

Dentistry-Medicine-Pharmacy Building—Pace Associates, Chicago... 6000<br />

Hospitals— Fugard, Burt, Wilkinson, and Orth, Chicago 25 000<br />

4. Research Laboratory, Chicago Pr<strong>of</strong>essional Colleges — Skidmore,<br />

Owings, and Merrill, Chicago 20 000<br />

5. Physics Building, Urbana-Champaign—Shaw, Metz, and Dolio,<br />

Chicago 4° 000<br />

6. Laundry Building, Chicago Pr<strong>of</strong>essional Colleges — Schmidt, Garden,<br />

and Erikson, Chicago 9 000<br />

7. Family housing, Urbana-Champaign — Lundeen and Hilfinger,<br />

Bloomington 20 000<br />

Total $150 000<br />

Funds for the Laundry Building studies are available in the accumulated<br />

reserves from operations <strong>of</strong> the present laundry. In addition to the amounts required<br />

for the services specified above, $10,000 is needed to cover miscellaneous<br />

costs, such as travel for inspection <strong>of</strong> similar projects elsewhere, and $5,000 is<br />

needed to revise existing plans for the addition to the book storage wings <strong>of</strong> the<br />

Library, this being the sixth addition to the building.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the Board<br />

be authorized to execute contracts, subject to the conditions stated above, and that<br />

a nonrecurring appropriation <strong>of</strong> $156,000 be made from the General Reserve for<br />

these services.
