I recommend that the Comptroller and the Secretary <strong>of</strong> the Board be authorized<br />

to execute the necessary contracts with the Commonwealth Edison Company.<br />

On motion <strong>of</strong> Mr. Hughes, the Comptroller and the Secretary <strong>of</strong><br />

the Board were authorized to execute the necessary contracts.<br />

ADDITION TO CONTRACT FOR CONSTRUCTION<br />

OF MEN'S RESIDENCE HALLS<br />

(22) The Director <strong>of</strong> the Physical Plant Department and the Vice-President and<br />

Comptroller recommend an increase <strong>of</strong> $6,162.60 in the contract with Felmley-<br />

Dickerson Company for the construction <strong>of</strong> the Men's Residence Halls to provide<br />

metal closing trim between the bottoms <strong>of</strong> the aluminum window frames and the<br />

tops <strong>of</strong> the metal convector covers which form a sill. The item was inadvertently<br />

omitted from the contract specifications. The cost is approximately $8.00 a room.<br />

I concur and recommend that the Comptroller be authorized to execute this<br />

change in the contract.<br />

On motion <strong>of</strong> Mr. Swain, this recommendation was approved.<br />

ENGINEERING SERVICES ON AIRPORT ADMINISTRATION BUILDING<br />

AND CONTROL TOWER<br />

(23) The Board <strong>of</strong> Trustees has approved the employment <strong>of</strong> Consulting Engineering<br />

Service, Champaign, for the mechanical and electrical engineering work in<br />

the design <strong>of</strong> the Administration Building and Control Tower at the University<br />

Airport at an estimated cost <strong>of</strong> $4,500. This estimate was based on preliminary<br />

sketches before the full extent <strong>of</strong> the engineering services to be required was<br />

definitely known. More work is required to complete plans and specifications tor<br />

the air conditioning and for the electrical and radar facilities necessary to meet<br />

requirements <strong>of</strong> the Institute <strong>of</strong> Aviation and <strong>of</strong> federal and state authorities. The<br />

contract is on a cost-plus basis; the University will be reimbursed by the State<br />

Department <strong>of</strong> Aeronautics.<br />

I recommend that the Comptroller be authorized to execute a contract for<br />

extension <strong>of</strong> the engineering services now required at an estimated additional cost<br />

<strong>of</strong> $4,500, or a total <strong>of</strong> $9,000.<br />

On motion <strong>of</strong> Mr. Hughes, this recommendation was approved.<br />

SUBCONTRACT UNDER ARMY CONTRACT<br />

WITH THE STATE UNIVERSITY OF IOWA<br />

(24) The University is currently conducting research on dynamics <strong>of</strong> rocket<br />

launchers under a contract with the Army Ordnance Corps. Certain <strong>of</strong> the research<br />

work can best be performed at the State University <strong>of</strong> Iowa.<br />

The Chairman <strong>of</strong> the University Research Board and the Vice-President and<br />

Comptroller recommend approval <strong>of</strong> a subcontract with the State University <strong>of</strong><br />

Iowa for $8,535 for these research services. Sufficient funds are available in the<br />

prime contract with the Army to reimburse the University.<br />

I concur.<br />

On motion <strong>of</strong> Mr. Swain, this recommendation was approved.<br />

REPORT ON ARBITRATION OF LABORER-ELECTRICIAN WAGE RATES<br />

(25) On January 16, 1958, the Board <strong>of</strong> Trustees authorized submitting to arbitration<br />

the determination <strong>of</strong> wage rates to be paid to laborer-electricians for the<br />

fiscal years 1957-58 and 1958-59.<br />

The Arbitrator has submitted his finding that laborer-electricians are entitled<br />

to a wage increase <strong>of</strong> 12*4 cents an hour effective July 1, 1957, and an additional<br />

increase <strong>of</strong> 73/2 cents an hour effective July 1, 1958.<br />

The present rate paid laborer-electricians is $2.12^ an hour. The University<br />

had <strong>of</strong>fered an increase <strong>of</strong> 7M> cents an hour effective July 1, 1957, and an additional<br />

increase <strong>of</strong> 5 cents an hour effective July 1, 1958. Local 698, State, County,<br />

and Municipal Employees Union, had requested an increase <strong>of</strong> 20 cents an hour<br />

effective July I, 1957, and additional increase <strong>of</strong> 12 cents an hour effective July '><br />

I9S8.<br />
