i. The National Society will pay to the University the sum <strong>of</strong> $7,672.39 representing<br />

the proportional cost <strong>of</strong> capital facilities in the plant proper needed to<br />

produce the steam requested.<br />

2. The University will agree to furnish steam as needed by the National Society<br />

not to exceed 1,600 pounds an hour demand.<br />

3. A steam distribution and condensate return system to carry 30,000 pounds an<br />

hour demand will be built from the corner <strong>of</strong> Wolcott and Polk Streets to the<br />

corner <strong>of</strong> Damen and Polk Streets. The estimated cost <strong>of</strong> this distribution<br />

system is $95,000. This system will be built by the Medical Center Steam Company,<br />

and the National Society will pay to the University an amount estimated<br />

to be slightly in excess <strong>of</strong> $5,000 representing 1,600/30,000 <strong>of</strong> the cost <strong>of</strong> the<br />

line. The line is being built for 30,000 pounds capacity, since it is a certainty<br />

that the University will have need for steam distribution facilities in this area.<br />

The cost <strong>of</strong> the line over and above that paid by the National Society can be<br />

financed by the Medical Center Steam Company, and amortization charges for<br />

such financing can be paid for from operating funds available at present in the<br />

Physical Plant Department budget without any increase in that budget.<br />

4. A steam distribution and condensate return system will also be constructed<br />

from the corner <strong>of</strong> Damen and Polk Streets to the building being constructed<br />

by the National Society. The Society will build and pay for this portion <strong>of</strong> the<br />

distribution system. If the system is built according to University specifications,<br />

it will then be deeded to the Medical Center Steam Company and become the<br />

property <strong>of</strong> the Company, in which case the Steam Company will be responsible<br />

for the operation and maintenance <strong>of</strong> the system. However, if the National<br />

Society wishes to construct this portion <strong>of</strong> the distribution system at what it<br />

thinks might be a savings by not following the University's specifications, the<br />

line would be built and paid for by the National Society and would remain the<br />

property <strong>of</strong> the Society. In this case, the Steam Company would assume no<br />

responsibility for the operation and maintenance <strong>of</strong> the system, but would be<br />

obligated to deliver steam only to the start <strong>of</strong> this portion <strong>of</strong> the system.<br />

5. Steam supplied to the National Society will be on a metered basis, the same as<br />

used for other users <strong>of</strong> the steam plant. The National Society will be billed<br />

monthly for the cost <strong>of</strong> steam furnished, the cost to be determined by the same<br />

formula used in contracts with other users to which will be added an overhead<br />

charge <strong>of</strong> ten per cent to cover administrative costs.<br />

The Vice-President in charge <strong>of</strong> the Chicago Pr<strong>of</strong>essional Colle'ges concurs in<br />

this recommendation.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the Board<br />

be authorized to execute a contract with the National Society.<br />

On motion <strong>of</strong> Mrs. Watkins, this recommendation was approved,<br />

and the Comptroller and the Secretary <strong>of</strong> the Board were authorized<br />

to execute the contract.<br />

POWER PLANT ADDITION<br />

(19) The following bids were received on September 5, 1957, for the substructure<br />

work, electrical work, and piping, as one contract, for the cooling tower for the<br />

addition to the Abbott Power Plant:<br />

Because these bids were in excess <strong>of</strong> engineering estimates they were rejected<br />

and confirmataion <strong>of</strong> this action is requested.<br />

Subsequently, new bids were taken on the three subdivisions <strong>of</strong> the work<br />

separately. The lowest bids, totalling $154,317, are within the estimates and<br />

represent a reduction <strong>of</strong> $60,020 from the lowest bid previously received on the<br />

combined work. The Director <strong>of</strong> the Physical Plant Department and the Vicepresident<br />

and Comptroller recommend awards <strong>of</strong> contracts as follow:<br />

''urnishing and erecting miscellaneous electrical work for new cooling tower<br />

(Division "7 F") — Square Deal Electrical Contracting, Inc., La<br />
