to be paid to her for the sale and conveyance there<strong>of</strong> by her and her husband<br />

to the said The Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois; and<br />

It is further hereby resolved, found and declared by this Board <strong>of</strong> Trustees<br />

<strong>of</strong> the University <strong>of</strong> Illinois that, because <strong>of</strong> said need <strong>of</strong> said University for<br />

said land for said purposes and because the compensation to be paid the said<br />

Lena M. Thompson as the owner there<strong>of</strong> therefor cannot be agreed upon between<br />

her and this Board <strong>of</strong> Trustees, it is necessary for The Board <strong>of</strong> Trustees <strong>of</strong> the<br />

University <strong>of</strong> Illinois to take said land and acquire title thereto through the<br />

exercise by it <strong>of</strong> the right <strong>of</strong> eminent domain conferred upon it by law and to<br />

have the compensation to be paid by it to said Lena M. Thompson and any<br />

and all other persons who may have any right, title or interest in and to said<br />

land therefore determined in the manner provided by law for the exercise <strong>of</strong><br />

said right <strong>of</strong> eminent domain; and<br />

It is further hereby resolved by this Board <strong>of</strong> Trustees that the necessary<br />

and appropriate action be taken for the acquisition <strong>of</strong> title to said property<br />

by said The Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois and to have the<br />

compensation to be paid therefor determined by the institution and prosecution<br />

to completion <strong>of</strong> a proceeding in eminent domain in a court <strong>of</strong> competent<br />

jurisdiction, and that the Legal Counsel <strong>of</strong> said University be, and he is hereby<br />

authorized to proceed accordingly, to institute and prosecute an eminent domain<br />

proceeding in the name <strong>of</strong> The Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois<br />

for the acquisition <strong>of</strong> said land and the determination <strong>of</strong> the compensation to<br />

be paid by it therefor, and to employ such special legal counsel and others as<br />

he may deem necessary or desirable to assist him in the institution and prosecution<br />

<strong>of</strong> said proceedings.<br />

On motion <strong>of</strong> Mr. Johnston, the foregoing resolution was adopted<br />

by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr.<br />

Johnston, Mr. Livingston, Mr. Swain, Mrs. Watkins, Mr. Williamson;<br />

no, none; absent, Mr. Hughes, Mr. Nickell, Mr. Stratton.<br />

CONTRACT WITH HOSPITAL SERVICE CORPORATION<br />

(BLUE CROSS-BLUE SHIELD)<br />

(15) Representatives <strong>of</strong> Hospital Service Corporation and <strong>of</strong> Illinois Hospital<br />

Service, Inc. (Blue Cross-Blue Shield) have inquired about bringing the Mc-<br />

Kinley Hospital and the Research and Educational Hospitals into the Blue<br />

Cross-Blue Shield plan. This would be <strong>of</strong> advantage to patients who carry<br />

Blue Cross-Blue Shield insurance, since payments to non-contract hospitals arc<br />

limited to $6.00 a day. Approximately twice as much would be paid if McKinley<br />

Hospital and the Research and Educational Hospitals were contract hospitals.<br />

Since many patients <strong>of</strong> the Research and Educational Hospitals carry this kind<br />

<strong>of</strong> insurance and are frequently unable to pay any charges not covered by<br />

insurance, the income <strong>of</strong> the Hospitals will be materially increased by execution<br />

<strong>of</strong> the contract.<br />

The only disadvantages to execution <strong>of</strong> the contract appear to be the<br />

requirements <strong>of</strong> submitting annual operating statements, which will necessitate<br />

some additional work in modifying the statements presently prepared, and the<br />

possibility <strong>of</strong> Blue Cross disapproving payments in excess <strong>of</strong> 105 per cent <strong>of</strong> the<br />

actual per diem costs. The possibilities <strong>of</strong> any disallowances are very remote,<br />

however, since the University's rates are at cost or less.<br />

The Vice-President and Comptroller, the Vice-President in charge <strong>of</strong> the<br />

Chicago Pr<strong>of</strong>essional Colleges, the Dean <strong>of</strong> Students, the Medical Director <strong>of</strong><br />

the Research and Educational Hospitals, and the Medical Director and the<br />

Acting Administrator <strong>of</strong> the University Health Services have all reviewed the<br />

proposed contract and recommend its approval. It has also been approved as to<br />

form by the Legal Counsel.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the<br />

Board be authorized to execute contracts to make the McKinley and the Research<br />

and Educational Hospitals contract hospitals under the Blue Cross-Blue<br />

Shield plan.<br />

On motion <strong>of</strong> Mr. Swain, this recommendation was approved.
