payment for this project, state <strong>of</strong>ficials indicate that they can not agree to<br />

restrict belt route truck traffic from using the street. However, representatives<br />

<strong>of</strong> the cities <strong>of</strong> Champaign and IJrbana have agreed that the cities will endeavor<br />

to impose and maintain reasonable restrictions on such traffic.<br />

The Director <strong>of</strong> the Physical Plant Department, the Vice-President and<br />

Comptroller, and the Legal Counsel recommend that the land owned by the<br />

University be conveyed in a right-<strong>of</strong>-way easement to the state <strong>of</strong> Illinois.<br />

I concur, and recommend that the following resolution be adopted:<br />

Resolution<br />

WHEREAS the authorities <strong>of</strong> the cities <strong>of</strong> Champaign and Urbana, Illinois,<br />

<strong>of</strong> Champaign County, Illinois, and the State <strong>of</strong> Illinois have reached an agreement<br />

to construct and maintain a public roadway extending from Neil Street in<br />

the City <strong>of</strong> Champaign to Lincoln Avenue in the City <strong>of</strong> Urbana, which will<br />

constitute an extension <strong>of</strong> Kirby and Florida Avenues in said cities, and the<br />

following described land, title to which is now held by the University <strong>of</strong> Illinois,<br />

will be needed by them for said purpose; and<br />

WHEREAS the construction and maintenance <strong>of</strong> said proposed public roadway<br />

will benefit the University <strong>of</strong> Illinois in various ways, and, in addition thereto,<br />

the City <strong>of</strong> Champaign, in consideration <strong>of</strong> the granting by the University to the<br />

State <strong>of</strong> Illinois acting by and through the Director <strong>of</strong> the Department <strong>of</strong> Public<br />

Works and Buildings <strong>of</strong> said State <strong>of</strong> an easement <strong>of</strong> right-<strong>of</strong>-way over said land<br />

needed for said public roadway and title to which is now held by the University<br />

<strong>of</strong> Illinois, has agreed to vacate a portion <strong>of</strong> an existing public highway situated<br />

between First and Fourth Streets in said City <strong>of</strong> Champaign and north <strong>of</strong> the<br />

north line <strong>of</strong> said proposed new roadway, as the result <strong>of</strong> which the University<br />

<strong>of</strong> Illinois as the present owner <strong>of</strong> the land adjacent to said portion <strong>of</strong> said<br />

existing public street or highway which is to be vacated will become the owner<br />

<strong>of</strong> said vacated portion there<strong>of</strong>, and it is in the best interests <strong>of</strong> the University <strong>of</strong><br />

Illinois, and will be advantageous to it, therefore, to grant an easement <strong>of</strong> right<strong>of</strong>-way<br />

to the State <strong>of</strong> Illinois, acting by and through the Director <strong>of</strong> its Department<br />

<strong>of</strong> Public Works and Buildings, over and across the following described<br />

land so that said proposed public roadway, constituting an extension <strong>of</strong> Florida<br />

and Kirby Avenues in the cities <strong>of</strong> Urbana and Champaign, Illinois, can be<br />

constructed and maintained thereon:<br />

Therefore, it is hereby resolved by the Board <strong>of</strong> Trustees <strong>of</strong> the University<br />

<strong>of</strong> Illinois, that the Comptroller and Secretary <strong>of</strong> the Board <strong>of</strong> Trustees <strong>of</strong><br />

the University <strong>of</strong> Illinois, a public corporation <strong>of</strong> the State <strong>of</strong> Illinois, be, and<br />

they are hereby authorized to execute, acknowledge, and deliver in the name<br />

and in behalf <strong>of</strong> said public corporation, an instrument <strong>of</strong> conveyance in the<br />

form <strong>of</strong> a grant <strong>of</strong> right-<strong>of</strong>-way easement, and other documents in connection<br />

therewith, as they and the Legal Counsel <strong>of</strong> the University <strong>of</strong> Illinois may find<br />

necessary or desirable, in order to effect a conveyance from said public corporation<br />

to the State <strong>of</strong> Illinois, acting by and through the Director <strong>of</strong> its Department<br />

<strong>of</strong> Public Works and Buildings, <strong>of</strong> a right-<strong>of</strong>-way easement for the purpose<br />

<strong>of</strong> improving and extending Florida Avenue from Lincoln Avenue in the City <strong>of</strong><br />

Urbana, Illinois, to First Street in the City <strong>of</strong> Champaign and <strong>of</strong> extending<br />

Florida Avenue from First Street to Neil Street in the City <strong>of</strong> Champaign so<br />

as to connect with Kirby Avenue in said last mentioned city, over, upon, and<br />

across the following described lands, viz.:<br />

Tract A<br />

Situated in the State <strong>of</strong> Illinois, the County <strong>of</strong> Champaign, and the City <strong>of</strong><br />

Champaign and being also parts <strong>of</strong> Section 13, Township 19 North, Range 8<br />

East and Section 24, Township 19 North, Range 8 East <strong>of</strong> the 3rd Principal<br />

Meridian, and being further bounded and described as follows: Beginning at<br />

the intersection <strong>of</strong> the east line <strong>of</strong> the right-<strong>of</strong>-way <strong>of</strong> the Illinois Central<br />

Railroad and the south line <strong>of</strong> said Section 13, said right-<strong>of</strong>-way line being south<br />

°t the south line <strong>of</strong> Section 13 where the right-<strong>of</strong>-way <strong>of</strong> the Illinois Central<br />

Railroad is 215 feet in width; thence west and along the south line <strong>of</strong> said<br />

Section 13, a distance <strong>of</strong> 9.06 feet to a corner; thence north 6°-47' east, and<br />

along the east right-<strong>of</strong>-way line <strong>of</strong> the Illinois Central Railroad, a distance <strong>of</strong>
