I have authorized this exchange, with the understanding that the details will be<br />

subject to approval by the President <strong>of</strong> the University when arrangements have<br />

been completed, and request confirmation <strong>of</strong> my action.<br />

On motion <strong>of</strong> Mr. Nickell, the action <strong>of</strong> the President was confirmed.<br />

ARCHITECTURAL SERVICES ON UNIVERSITY BUILDINGS<br />

(4) The Director <strong>of</strong> the Physical Plant Department and the Vice-President and<br />

Comptroller, after consultation with the University committee, recommend employment<br />

<strong>of</strong> architects on new University buildings as follows:<br />

Addition to the Illini Union Building. Jameson and Harrison, Peoria, for all architectural<br />

and engineering services, other than the design, and including preparation<br />

<strong>of</strong> working drawings and specifications, at a fee <strong>of</strong> 4.7 per cent <strong>of</strong> actual<br />

construction costs. The Board <strong>of</strong> Trustees has previously employed the firm <strong>of</strong><br />

Eggers and Higgins <strong>of</strong> New York, and Mr. Howard L. Cheney, Chicago, as<br />

Consulting Architect, for the design services, with the understanding that<br />

another firm would be employed on the remaining services <strong>of</strong> architectural and<br />

engineering work. Eggers and Higgins will be paid a fee <strong>of</strong> 1.3 per cent.<br />

Health Services Building — Addition to McKinley Hospital. The firm <strong>of</strong> Smith,<br />

Kratz, and Associates <strong>of</strong> Urbana, for complete architectural services at the<br />

standard fee <strong>of</strong> 6 per cent <strong>of</strong> construction costs.<br />

Submitted herewith is a statement concerning the qualifications <strong>of</strong> these firms<br />

and the considerations which led to their selection. A copy <strong>of</strong> it is being filed with<br />

the Secretary <strong>of</strong> the Board for record.<br />

I concur and recommend that the Comptroller and the Secretary <strong>of</strong> the Board<br />

be authorized to execute contracts on the terms specified with these firms. The<br />

Committee on Buildings and Grounds has also considered these recommendations<br />

and approves.<br />

On motion <strong>of</strong> Mr. Nickell, these contracts were awarded, as recommended,<br />

and the Comptroller and the Secretary <strong>of</strong> the Board were<br />

authorized to execute the same.<br />

APPROPRIATION BY ATHLETIC ASSOCIATION<br />

(5) The Board <strong>of</strong> Directors <strong>of</strong> the Athletic Association has approved an appropriation<br />

<strong>of</strong> $3,500 for the spring baseball trip to Tempe, Arizona. This appropriation<br />

is submitted for confirmation.<br />

On motion <strong>of</strong> Mr. Swain, this action was confirmed.<br />

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES<br />

(6) The Committee on Nonrecurring Appropriations recommends assignments <strong>of</strong><br />

funds from the General Reserve for the following purposes:<br />

1. Department <strong>of</strong> Electrical Engineering, equipment and facilities for Bioacoustics<br />

Laboratory $20 000<br />

2. Department <strong>of</strong> Chemistry and Chemical Engineering, installation <strong>of</strong> fire<br />

stairs and partitions in the Chemistry Annex 10 000<br />

Total $30 000<br />

I concur.<br />

On motion <strong>of</strong> Mr. Williamson, these appropriations were made by<br />

the following vote: Aye, Mr. Bissell, Mrs. Holt, Mr. Johnston, Mr.<br />

Livingston, Mr. Nickell, Mr. Swain, Mr. Williamson; no, none; absent,<br />

Mr. Herrick, Mr. Hughes, Mr. Stratton, Mrs. Watkins.<br />

APPROPRIATION FOR LEGAL SERVICES OF SPECIAL COUNSEL<br />

(7) The Legal Counsel has requested an appropriation <strong>of</strong> funds to pay for the<br />

services <strong>of</strong> special counsel and other legal expenses as follows:<br />

Thompson, Raymond, Mayer, Jenner, and Bloomstein, 135 South LaSalle Street,<br />

Chicago 3, Illinois
