THE UNIVERSITY OF ILLINOIS INTERNAL BUDGET FOR 1958-59<br />

(Approved by the Board <strong>of</strong> Trustees June 19, 1958, page 1275)<br />

EXPLANATORY NOTES<br />

This budget consists <strong>of</strong> three volumes:<br />

I. Summaries <strong>of</strong> all divisions; Urbana-Champaign divisions and general<br />

University administration — academic and administrative salaries, wages,<br />

expense, and equipment.<br />

II. Chicago Pr<strong>of</strong>essional Colleges (including Division <strong>of</strong> Services for Crippled<br />

Children) and Chicago Undergraduate Division — academic and administrative<br />

salaries, wages, expense, and equipment.<br />

III. Nonacademic salaries, all divisions.<br />

Appropriations for salaries are available for the term indicated in each case<br />

but not for more than one year from September 1, 1958.<br />

When appointments are made at salary rates less than the amounts provided<br />

in the budget, the unused balance is lapsed at that time, resulting in a reduction in<br />

the budget.<br />

Funds appropriated for positions in the salary budget which are not yet filled<br />

may be used to hire employees temporarily engaged to do the work contemplated by<br />

the position upon proper authorization <strong>of</strong> the Bursar or Office <strong>of</strong> Nonacademic<br />

Personnel, so long as such temporary charges do not exceed the amount <strong>of</strong> time<br />

provided by the position.<br />

All unexpended balances remaining in the salary budget lapse at the close <strong>of</strong><br />

each calendar month unless previously assigned or encumbered. Such lapses do not<br />

result in a reduction in the budget.<br />

Departmental appropriations are made under the captions "Salaries" and<br />

"Wages, Expense, and Equipment." Transfers may be made between "Salaries"<br />

and "Wages, Expense, and Equipment" upon approval <strong>of</strong> the Vice-President and<br />

Provost, except that transfers between salaries and wages may be made by the<br />

Vice-President and Comptroller to the extent <strong>of</strong> the full-time equivalence <strong>of</strong> the<br />

salary positions. All requests for transfers should be submitted through the Vice-<br />

President and Comptroller, with the reason for the transfer. Non-recurring unassigned<br />

items may be assigned to departments for equipment or minor remodeling<br />

projects, merely upon notice to the Accounting Division, except that any assignment<br />

<strong>of</strong> more than $1,000 must first be approved by the Vice-President and Provost.<br />

Appropriations for expense, equipment, and wages are available for one year<br />

beginning July 1, 1958. All balances and overdrafts in regular appropriations will<br />

be carried forward to 1959-60 unless otherwise notified by the Business Office.<br />

All budgets <strong>of</strong> auxiliary enterprises, cooperative investigations, other trust<br />

funds, and restricted budgets are on an estimated basis. Appropriations are limited<br />

to actual income, but any balances or receipts in excess <strong>of</strong> the estimate are appropriated<br />

for the operation <strong>of</strong> the activity. Salary appointments may be cancelled if<br />

the funds for cooperative investigations are withdrawn.<br />

Explanatory Notes on the Salary Budget<br />

1. The services required for members <strong>of</strong> the academic and administrative staff<br />

are in accordance with Section 37 <strong>of</strong> the University <strong>of</strong> Illinois Statutes and Section<br />

26 <strong>of</strong> the General Rules Concerning University Organization and Procedure.<br />

a. For positions or portion <strong>of</strong> positions indicated as "Y," services are required<br />

for twelve months, with one month for vacation. No additional compensation's<br />

allowed for summer services for any salary or portion <strong>of</strong> salary indicated as ib.<br />

For positions or portion <strong>of</strong> positions not indicated as "Y," services are<br />

required only during the academic year <strong>of</strong> two semesters (three terms in Chicago<br />

Pr<strong>of</strong>essional Colleges). Summer session teaching, if required, will be covered hi<br />

an additional appointment with salary.<br />

2. Services <strong>of</strong> the nonacademic staff are in accordance with Civil Service<br />

regulations.<br />

Tenure Symbols (a number following indicates percentage <strong>of</strong> time)<br />

A — Indefinite tenure, payable in twelve monthly installments. .,<br />

B —Two years from September, 1957, payable in twelve installments annua )<br />

(with any changes effective September, 1958).
