<strong>of</strong> the Laboratory effective September 1, 1957. The salary <strong>of</strong> this position will be<br />

determined when the budget for 1957-58 is submitted to the Board <strong>of</strong> Trustees for<br />

approval.<br />

I recommend approval <strong>of</strong> these changes.<br />

On motion <strong>of</strong> Mr. Swain, these recommendations and the appointment<br />

were approved.<br />

CHAIRMANSHIP OF DEPARTMENT OF POLITICAL SCIENCE<br />

(4) The term <strong>of</strong> Pr<strong>of</strong>essor Francis G. Wilson as Chairman <strong>of</strong> the Department <strong>of</strong><br />

Political Science will expire at the end <strong>of</strong> the current academic year and he has<br />

expressed a desire to withdraw from the chairmanship in order to devote his whole<br />

energies to teaching and research. After consultation with all members <strong>of</strong> the<br />

Department <strong>of</strong> pr<strong>of</strong>essorial rank, the Dean <strong>of</strong> the College <strong>of</strong> Liberal Arts and<br />

Sciences recommends the appointment <strong>of</strong> Clyde Frank Snider as Chairman for two<br />

years beginning September 1, 1957, in addition to his appointment as Pr<strong>of</strong>essor <strong>of</strong><br />

Political Science on indefinite tenure.<br />

The salary <strong>of</strong> this position will be determined later when the budget for<br />

1957-58 is prepared and submitted to the Board for approval.<br />

The Vice-President and Provost, the Dean <strong>of</strong> the Graduate College, and the<br />

Executive Committee <strong>of</strong> the College concur.<br />

I recommend approval.<br />

On motion <strong>of</strong> Mr. Johnston, this appointment was approved.<br />

RESIGNATION OF FREDRICK S. SIEBERT<br />

(5) It is with great regret that I report the resignation <strong>of</strong> Fredrick S. Siebert,<br />

Director <strong>of</strong> the School <strong>of</strong> Journalism and Communications, who has accepted a<br />

position at Michigan State University. His resignation will become effective at<br />

the end <strong>of</strong> the current academic year, but he has agreed to continue in service at<br />

the University <strong>of</strong> Illinois through the month <strong>of</strong> September, 1957, if necessary, in<br />

order to facilitate the change in administration <strong>of</strong> the School.<br />

I request that the President <strong>of</strong> the University be authorized to accept this<br />

resignation and to determine the effective date.<br />

On motion <strong>of</strong> Mrs. Watkins, this request was granted.<br />

SABBATICAL LEAVE OF ABSENCE FOR<br />

GOTTFRIED S. FRAENKEL<br />

(6) I recommend that Pr<strong>of</strong>essor Gottfried S. Fraenkel be given sabbatical leave<br />

<strong>of</strong> absence on one-half pay for the second semester <strong>of</strong> the academic year 1957-58<br />

(March I through August 31, 1958).<br />

He plans to spend that period in research on silk worms at the University <strong>of</strong><br />

Tokyo under a fellowship grant he has received from the National Science<br />

Foundation.<br />

Pr<strong>of</strong>essor Fraenkel was granted a sabbatical leave <strong>of</strong> absence on one-half pay<br />

for the second semester <strong>of</strong> the current academic year but at his request this leave<br />

was cancelled without prejudice. Hence, the present proposal is reinstatement <strong>of</strong><br />

leave previously authorized.<br />

On motion <strong>of</strong> Mr. Swain, this leave was granted.<br />

APPOINTMENTS TO THE UNIVERSITY OF ILLINOIS<br />

CITIZENS COMMITTEE<br />

(7) At its meeting on February 14, 1957, the Board <strong>of</strong> Trustees approved appointments<br />

and reappointments to the University <strong>of</strong> Illinois Citizens Committee. I<br />

now submit the following supplemental nominations for appointment to that<br />

Committee for a period <strong>of</strong> three years. These recommendations have previously<br />

been cleared with the Executive Committee <strong>of</strong> the Board <strong>of</strong> Trustees, and the<br />

persons recommended for appointment have agreed to serve.<br />
