LIMITATIONS ON REGISTRATION OF GRADUATE STUDENTS<br />

WHO ARE UNIVERSITY EMPLOYEES<br />

(5) Present University regulations specify the amount <strong>of</strong> graduate work which<br />

teaching and research assistants are permitted to take. This schedule was adopted<br />

by the Board <strong>of</strong> Trustees many years ago and has, in general, been satisfactory.<br />

During and after World War II, research assistants were granted overloads in<br />

thesis credit where their thesis work and their research work as assistants were<br />

virtually identical. This practice resulted in some inequities between research and<br />

teaching assistants and the latter were then also permitted to register for overloads<br />

in research.<br />

The need for more teaching assistants to service the increase in enrollments<br />

has produced a demand for continuing to allow some students to take more graduate<br />

work than the standard schedule. The Graduate College supports the present<br />

regulations, but favors having formal authorization <strong>of</strong> reasonable exceptions, to<br />

be approved by the Dean, in order to encourage qualified assistants to continue<br />

teaching and working as research assistants. They thus are able to reduce the total<br />

time required to complete their graduate studies while working.<br />

The Executive Faculty <strong>of</strong> the Graduate College and the University Council<br />

have recommended that the following policy be authorized until September I, 1959:<br />

The Dean <strong>of</strong> the Graduate College is authorized to approve registration for<br />

graduate work by University employees according to the following schedule:<br />

Maximum registration during the summer session shall be one-half <strong>of</strong> the above.<br />

The proposed discretionary maxima shall not supersede the present statutory<br />

restrictions, but shall be considered a privilege to be granted or withheld at the<br />

discretion <strong>of</strong> the Dean <strong>of</strong> the Graduate College. In granting permission for registration<br />

in excess <strong>of</strong> the statutory maxima, the Dean shall be guided by (a) the extent<br />

<strong>of</strong> the student's progress toward the completion <strong>of</strong> degree requirements;<br />

(b) the caliber <strong>of</strong> the graduate work completed; (c) the nature <strong>of</strong> the teaching,<br />

research, or other employment in which the student is engaged; and (d) such<br />

other considerations as seem pertinent to the Dean.<br />

I have authorized the implementation <strong>of</strong> this policy as an administrative<br />

measure effective September, 1956, and request confirmation.<br />

On motion <strong>of</strong> Mr. Williamson, the President's action was confirmed.<br />

REAPPROPRIATION OF UNEXPENDED BALANCES<br />

AS OF JUNE 30, 1956<br />

(6) The Vice-President and Comptroller recommend that the following balances<br />

in appropriations for special services and projects not completed on June 30,<br />

1956, be reappropriated for the fiscal year beginning July I," 1956, in accordance<br />

with usual policy.<br />

In addition to the appropriations listed below, unexpended balances on June<br />

30, 1956, in departmental appropriations, up to 5 per cent <strong>of</strong> the original appropriation,<br />

were carried forward and will be available in 1956-57 to the various departments<br />

concerned.<br />
