DELEGATION OF SIGNATURES<br />

Sec. 20. Any administrative <strong>of</strong>ficer is authorized to delegate to another<br />

responsible staff member his authority to sign <strong>of</strong>ficial documents under conditions<br />

approved by the Vice-President and Comptroller. Such delegation does<br />

not relieve the administrative <strong>of</strong>ficer <strong>of</strong> responsibility for what is done thereunder.<br />

III. USE OF UNIVERSITY PROPERTY<br />

USE OF UNIVERSITY PREMISES AND FACILITIES<br />

Sec. 21. (a) Subject to the approval <strong>of</strong> the proper University authorities,<br />

University premises and facilities may be used for meetings <strong>of</strong> student, faculty,<br />

and staff organizations recognized by the University. In no case may an admission<br />

fee be charged for any meeting on University premises except when<br />

permission is granted in accordance with University regulations. Such permission<br />

shall be given only:<br />

(1) To student organizations when the proceeds for such gatherings go<br />

into the treasury <strong>of</strong> the organization concerned, the funds <strong>of</strong> which are<br />

expended according to University rules under the supervision and with the<br />

approval <strong>of</strong> the appropriate University authorities.<br />

(2) To student organizations when the fee to be charged is for the sole<br />

purpose <strong>of</strong> paying the expenses <strong>of</strong> said meeting.<br />

(3) To faculty and staff organizations recognized by the University<br />

when the fee to be charged is for the purpose <strong>of</strong> paying the expenses <strong>of</strong> the<br />

meeting.<br />

(b) With approval <strong>of</strong> the appropriate University authorities, University<br />

facilities may be used for meetings <strong>of</strong> organizations whose activities are <strong>of</strong> an<br />

educational nature or <strong>of</strong> pr<strong>of</strong>essional interest to members <strong>of</strong> the staff or the<br />

general student body and for meetings <strong>of</strong> a non-local character which have<br />

public or educational significance. In granting permission for the use <strong>of</strong><br />

University facilities for such meetings, the following exceptions shall apply:<br />

(1) The use <strong>of</strong> University facilities shall not be permitted for any purpose<br />

which, although in accord with the general purposes <strong>of</strong> the University,<br />

is <strong>of</strong> such a character or occurs at such a time or in such circumstances that<br />

it is likely to interfere with the work, either specific or general, <strong>of</strong> the University<br />

or any department. The use <strong>of</strong> buildings by local women shall be<br />

limited to organizations whose membership is made up <strong>of</strong> wives <strong>of</strong> University<br />

students, faculty, and staff.<br />

(2) University buildings and grounds shall not be used for political<br />

purposes except that candidates for the <strong>of</strong>fice <strong>of</strong> President and/or Vice-<br />

President <strong>of</strong> the United States may appear in person to make political<br />

addresses.<br />

(3) Reservations for outside organizations shall not be approved until<br />

all major University events have been scheduled.<br />

(4) In no case may an admission fee be charged except upon permission<br />

previously obtained and then only to raise funds to <strong>of</strong>fset the expenses <strong>of</strong><br />

such meeting. When an admission fee is collected for any event on University<br />

premises, a rental fee for the use <strong>of</strong> facilities shall be charged.<br />

(c) The use <strong>of</strong> University premises shall be subject to all applicable state<br />

a nd federal laws and in accord with the policies <strong>of</strong> the Board <strong>of</strong> Trustees.<br />

The use <strong>of</strong> University premises for meetings to be addressed by speakers
