I. Appropriation bills<br />

A. Biennial operating budget<br />

B. Separate state appropriation for salaries <strong>of</strong> farm and home advisers<br />

and for increased state support <strong>of</strong> the Extension Service in Agriculture<br />

and Home Economics<br />

C. Appropriation for Institution for Tuberculosis Research<br />

D. Appropriation for buildings and other permanent improvements<br />

E. Reappropriations <strong>of</strong> unexpended balances in building appropriations<br />

for 1955-57<br />

II. Amendments <strong>of</strong> laws authorizing the University to borrow funds to<br />

finance construction <strong>of</strong> residence halls and other self-liquidating or<br />

partially self-liquidating facilities:<br />

A. To permit pooling <strong>of</strong> income from operations <strong>of</strong> these facilities for<br />

debt services<br />

B. To make the present law explicitly applicable to proposed student<br />

services buildings<br />

C. To provide for other desirable clarifications, including a specific statement<br />

that the maximum 5 per cent interest rate limitation applies to a<br />

bond issue as a whole<br />

III. Amendment <strong>of</strong> General Assembly Scholarship Law<br />

Legislative reapportionment and the addition <strong>of</strong> new members have<br />

created numerous problems in the assignments <strong>of</strong> vacant scholarships,<br />

and clarifying legislation is indicated. The University should lend its<br />

support to any bills seeking to resolve these problems.<br />

IV. Legislation designating the University <strong>of</strong> Illinois as the <strong>of</strong>ficial state<br />

agency to operate the Division <strong>of</strong> Services for Crippled Children<br />

This will be necessary to formalize making the appropriation for the<br />

Division <strong>of</strong> Services for Crippled Children a part <strong>of</strong> the University's<br />

regular operating budget in order to avoid any questions as to the<br />

University's authority to receive federal funds to supplement state<br />

appropriations for these services.<br />

V. Legislation to continue the Stores and Services account<br />

This may be in the form <strong>of</strong> authority to transfer the account from<br />

the state treasury to the University treasury. It would reduce the<br />

amount <strong>of</strong> University income which must be reserved to provide working<br />

capital and would facilitate handling <strong>of</strong> such transactions.<br />

VI. Amendments <strong>of</strong> act creating University Retirement System.<strong>of</strong> Illinois<br />

It is the responsibility <strong>of</strong> the Board <strong>of</strong> Trustees <strong>of</strong> the University<br />

Retirement System <strong>of</strong> Illinois to secure the enactment <strong>of</strong> this legislation,<br />

but the University should support these measures.<br />

A. Survivorship benefit plan<br />

Provided to make more adequate provisions for survivors <strong>of</strong> participants<br />

<strong>of</strong> the System<br />

B. Increase in retirement annuities<br />

To eliminate the present total maximum <strong>of</strong> $4,500 and to increase the<br />

percentage maximum from 60 per cent to 70 per cent <strong>of</strong> final rate <strong>of</strong><br />

earnings<br />

C. Minor proposals<br />

To correct inequities, simplify administration, and clarify the intent <strong>of</strong><br />

the present act<br />

VII. Amendment <strong>of</strong> State Finance Act to remove the requirement that appropriations<br />

for salaries <strong>of</strong> farm and home advisers must be distributed<br />

equally among the counties<br />

The present provision is an unnecessary complication since it does not<br />

apply to the federal and contributed funds used to pay part <strong>of</strong> the<br />

salaries <strong>of</strong> farm and home advisers. The Illinois Agricultural Association<br />

will sponsor this legislation.<br />

VIII. Legislation conferring upon the University police the same police powers<br />

as regularly constituted police <strong>of</strong>ficers, with authority to make arrests,<br />

to carry arms, and to perform other functions <strong>of</strong> peace and police <strong>of</strong>ficers<br />

while on duty and on or near University property<br />

On motion <strong>of</strong> Mr. Swain, these recommendations were approved.
