SALE OF SECURITIES<br />

Mr. Swain, for the Finance Committee, <strong>of</strong>fered the following and<br />

moved its adoption:<br />

WHEREAS the Board <strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois is the owner <strong>of</strong><br />

the following described common stock<br />

SCO shares <strong>of</strong> American Can Company<br />

150 shares <strong>of</strong> Northern Illinois Gas Company; and<br />

WHEREAS it is the decision <strong>of</strong> said Board that these securities should be sold<br />

and disposed <strong>of</strong>,<br />

Now, therefore be it resolved that H. O. Farber, Vice-President and Comptroller,<br />

and A. J. Janata, Secretary, be authorized to sell such securities and to<br />

execute all documents necessary in order to complete such sale.<br />

This resolution was adopted.<br />

TRIBUTE TO ALBERT JAMES HARNO<br />

At this point, Mr. Swain <strong>of</strong>fered the following resolution and moved its<br />

adoption:<br />

On September I, 1957, Albert James Harno will bring to a close a period <strong>of</strong><br />

service to the University <strong>of</strong> Illinois <strong>of</strong> thirty-six years as Pr<strong>of</strong>essor <strong>of</strong> Law and<br />

thirty-five years as Dean <strong>of</strong> the College <strong>of</strong> Law, a service remarkable not only for<br />

its length but for its accomplishments. Under his stewardship the College <strong>of</strong> Law<br />

has grown into one <strong>of</strong> pre-eminence in the field <strong>of</strong> legal education. In this process<br />

he has himself become a national figure as a scholar, teacher, and law-school<br />

administrator. To his colleagues on the faculty <strong>of</strong> the College he has been the<br />

inspiration, through example, <strong>of</strong> the <strong>university</strong> teacher who, while being ever<br />

vigilant to keep a close contact with the non-<strong>university</strong> world, yet is able to see the<br />

problems <strong>of</strong> that world with the long-range vision and objectivity <strong>of</strong> the scholar,<br />

and is devoted to the task <strong>of</strong> imparting that vision to his students. To thousands <strong>of</strong><br />

law-school alumni throughout the nation, he is already a living legend. To all <strong>of</strong><br />

his colleagues in the University, his name is synonymous with tolerance, judiciousness,<br />

and fair dealing.<br />

Dean Harno's service to the University has not been limited to the College <strong>of</strong><br />

Law. He was Chairman <strong>of</strong> the committee, appointed by President Chase in 1930,<br />

to study all aspects <strong>of</strong> the University administration and procedure, and bring recommendations<br />

for changes in the administrative structure, including a definitive<br />

statement <strong>of</strong> the statutes <strong>of</strong> the University. He served as Provost <strong>of</strong> the University<br />

from 1931 to 1944, under two presidents and one acting president, and many <strong>of</strong><br />

the present functions <strong>of</strong> that <strong>of</strong>fice were outlined during his term. He has been, at<br />

one time or another, a member <strong>of</strong> or chairman <strong>of</strong> almost every University committee.<br />

His interests have been as broad as the University itself, and he has<br />

brought to his many assignments the qualities <strong>of</strong> unswerving honesty, good judgment,<br />

loyalty, and warm sympathy which have won him the respect and confidence<br />

<strong>of</strong> all friends <strong>of</strong> the University.<br />

In this period he has also become a leader <strong>of</strong> the legal pr<strong>of</strong>ession, at both<br />

state and national levels. He has, for example, been President <strong>of</strong> the Illinois State<br />

Bar Association, <strong>of</strong> the American Judicature Society, <strong>of</strong> the National Conference<br />

<strong>of</strong> Commissioners on Uniform State Laws, and <strong>of</strong> the Association <strong>of</strong> American<br />

Law Schools. He has been a member <strong>of</strong> the Board <strong>of</strong> Governors <strong>of</strong> the Illinois<br />

State Bar Association, the American Bar Association, and the Council <strong>of</strong> the<br />

American Law Institute. He is a Fellow <strong>of</strong> the American Academy <strong>of</strong> Arts and<br />

Sciences and a Fellow <strong>of</strong> the American Bar Foundation. He has been a member <strong>of</strong><br />

the House <strong>of</strong> Delegates <strong>of</strong> the American Bar Association and a member <strong>of</strong> the<br />

Hoover Commission Task Force. He is a member <strong>of</strong> Phi Beta Kappa and Past<br />

National President <strong>of</strong> Order <strong>of</strong> the Coif. He is the author <strong>of</strong>: The Supreme Court<br />

in Felony cases (Illinois Crime Survey), Cases on Criminal Law and Procedures,<br />

fourth edition 1957; Legal Education in the Lnited States; and co-author <strong>of</strong>:<br />

Parole and the Indeterminate Sentence; and a contributor to many legal periodicals.<br />

He has been widely and favorably known in the pr<strong>of</strong>ession, and has done<br />

much to bridge the gap between the practicing pr<strong>of</strong>ession and its academic branch.
