policy, academic freedom, University calendar, the library, student discipline,<br />

student affairs, and such other standing committees as it may from time to<br />

time authorize. The chairmen <strong>of</strong> the Senate Committees on Educational<br />

Policy, Academic Freedom, Library, and <strong>of</strong> such other committees as the three<br />

Senates may designate, shall be members <strong>of</strong> the corresponding committees <strong>of</strong><br />

the other Senates.<br />

(m) Any action <strong>of</strong> any Senate involving matters <strong>of</strong> University-wide<br />

policy, or proposals to amend the University Statutes, shall be submitted by<br />

the Senate Coordinating Council to the other Senates for consideration and<br />

recommendation.<br />

SENATE COORDINATING COUNCIL<br />

Sec. 7. (a) The Senate Coordinating Council is constituted <strong>of</strong> twelve<br />

members, six <strong>of</strong> whom shall be elected by the Urbana-Champaign Senate,<br />

three by the Chicago Pr<strong>of</strong>essional Colleges Senate, and three by the Chicago<br />

Undergraduate Division Senate. Any member <strong>of</strong> the Senate at each campus<br />

shall be eligible for election to this Council. The term <strong>of</strong> <strong>of</strong>fice shall be three<br />

years, except that, <strong>of</strong> the members first elected by each Senate, one-third<br />

shall be elected for a one-year term, one-third for a two-year term, and onethird<br />

for a three-year term. No member may serve for more than two consecutive<br />

terms but may again be elected after the lapse <strong>of</strong> one or more years<br />

following such membership. The Council shall select a chairman and a secretary<br />

from among its members. A quorum shall consist <strong>of</strong> eight members, including<br />

two-thirds <strong>of</strong> the representatives <strong>of</strong> each <strong>of</strong> the Senates.<br />

(b) The Senate Coordinating Council shall consider all matters acted on<br />

by any <strong>of</strong> the three Senates and determine whether any action affects general<br />

University policy, or is a policy <strong>of</strong> individual campus concern only. Should<br />

the Council find a matter to be <strong>of</strong> concern to more than one campus, it shall<br />

refer that matter to the other Senate or Senates for consideration and recommendation.<br />

Any proposed amendment to the Statutes <strong>of</strong> the University submitted<br />

by one Senate shall be transmitted by the Senate Coordinating Council<br />

to the other Senates. The Council shall endeavor to promote agreement <strong>of</strong> the<br />

three Senates; and where this is not possible, the Council shall transmit its<br />

recommendations to the President for submission to the Board <strong>of</strong> Trustees.<br />

The Council, in acting on issues on which, the Senates disagree, shall notify<br />

the several Senates <strong>of</strong> its proposed recommendations so that any objection to<br />

or appeal from such recommendations by any Senate may accompany the<br />

recommendations <strong>of</strong> the Council to the President and the Board <strong>of</strong> Trustees.<br />

(c) The Council shall hold meetings at such intervals as to permit<br />

expeditious consideration <strong>of</strong> matters acted upon by the several Senates.<br />

(d) The Council shall appoint not more than three <strong>of</strong> its members to act<br />

as a liaison committee advisory to the Board <strong>of</strong> Trustees (through the President),<br />

the President, and the respective Senates, in matters <strong>of</strong> special and<br />

extraordinary concern to the University. The special function <strong>of</strong> this committee<br />

shall be to aid in maintaining harmonious relations among such <strong>of</strong>ficers<br />

and units <strong>of</strong> the University. The committee shall act only upon the express<br />

request <strong>of</strong> the Board <strong>of</strong> Trustees, the President, any one <strong>of</strong> the three Senates,<br />

or the Senate Coordinating Council.
