in addition to the one authorized in the statute, thus providing for two<br />

scholarships in each <strong>of</strong> these counties: Adams, Kankakee, Knox, Macon,<br />

McHenry, McLean, Tazewell, Vermilion.<br />

In counties with populations between 100,000 and 150,000, two scholarships<br />

in addition to the one authorized, thus making a total <strong>of</strong> three scholarships<br />

in each <strong>of</strong> these counties: Champaign, LaSalle, Rock Island, Sangamon,<br />

Will.<br />

In counties with populations between 150,000 and 200,000, three scholarships<br />

in addition to the one authorized, thus making a total <strong>of</strong> four scholarships<br />

in each <strong>of</strong> these counties: DuPage, Kane, Lake, Madison, Peoria,<br />

Winnebago.<br />

In St. Clair County, with a population <strong>of</strong> over 200,000, four scholarships in<br />

addition to the one authorized, thus making five for this county.<br />

In Cook County, with a population in excess <strong>of</strong> 4,500,000, an increase <strong>of</strong> 23<br />

scholarships in addition to the one authorized by law and the 66 previously<br />

established by the Board <strong>of</strong> Trustees, thus making a total <strong>of</strong> 90 for this<br />

county.<br />

In the other 81 counties with populations under 50,000, no additional scholarships<br />

beyond the one authorized by law are recommended.<br />

This will provide for a total <strong>of</strong> 63 additional County Scholarships increasing<br />

the number <strong>of</strong> such scholarships from 168 to 231.<br />

I concur.<br />

The Committee has also recommended the establishment <strong>of</strong> the following<br />

additional scholarships. The Committee's recommendations are presented with<br />

my concurrence in each case.<br />

University Scholarships<br />

Some years ago, the Board <strong>of</strong> Trustees established 10 four-year, tuition-waiver<br />

scholarships to be awarded each year by the Committee on Undergraduate<br />

Scholarships to superior Illinois high school graduates who in one way or another<br />

have failed to qualify for County Scholarships (for example, some<br />

superior students fail to qualify because they are unable to go to the county<br />

seat to take the examination on the day it is given).<br />

On the basis <strong>of</strong> the Committee's report, I recommend that the number <strong>of</strong><br />

these tuition-waiver scholarships be increased to 35 scholarships to be awarded<br />

each year to high school graduates who are residents <strong>of</strong> Illinois, the awards to<br />

be on the basis <strong>of</strong> superior scholarship and evidence <strong>of</strong> financial need; provided<br />

that any scholarship may be suspended or canceled if the holder there<strong>of</strong> is<br />

placed on scholastic probation or dropped from the University for any cause;<br />

and provided further that if any <strong>of</strong> these scholarships becomes vacant the Committee<br />

may fill the vacancy for the remaining period <strong>of</strong> the scholarship.<br />

Scholarships Plus Employment<br />

The Committee recommends establishment <strong>of</strong> 75 four-year scholarships for high<br />

school graduates <strong>of</strong> superior ability and who need financial aid, to be awarded<br />

to residents <strong>of</strong> Illinois selected from the state at large, these scholarships to<br />

provide exemption from tuition fees and assurance from the University <strong>of</strong><br />

employment which will enable the holder <strong>of</strong> such a scholarship to earn funds<br />

(or the equivalent) to meet a substantial part <strong>of</strong> his expenses. Each award would<br />

be subject to annual review <strong>of</strong> the student's scholastic record and job performance.<br />

Students receiving these awards would not be eligible for other<br />

scholarship aid. If vacancies occur in any <strong>of</strong> these scholarships, the Committee<br />

would select a successor for the remaining period.<br />

I concur in this recommendation.<br />

Scholarships for Nonresident Students<br />

The Committee recommends the establishment <strong>of</strong> 10 scholarships for outstanding<br />

high school graduates, nonresidents <strong>of</strong> Illinois, who submit pro<strong>of</strong> <strong>of</strong> financial<br />

need and high scholastic records, each scholarship to be awarded for a period<br />
