(c) By mutual agreement between the Press and a college, school, or<br />

institute, responsibility for editing and distributing publications <strong>of</strong> a particular<br />

division <strong>of</strong> the University may be delegated to an editor (and assistants if<br />

needed) on the staff <strong>of</strong> that division.<br />

(d) Establishment by any division <strong>of</strong> the University <strong>of</strong> a journal to be<br />

<strong>of</strong>fered for sale to the general public shall require prior approval by the University<br />

Press Board. Such approval shall not be required, however, for<br />

periodicals whose aim is to report the activities and findings <strong>of</strong> research and<br />

service divisions established for the purpose <strong>of</strong> disseminating such information<br />

(e.g., Agricultural Experiment Station and Extension Service, Engineering<br />

Experiment Station, Institute <strong>of</strong> Labor and Industrial Relations, Bureau<br />

<strong>of</strong> Business Management, etc.).<br />

(e) The Director <strong>of</strong> the Press shall be responsible for the administration<br />

<strong>of</strong> contracts with authors. Such contracts shall define the rights and obligations<br />

<strong>of</strong> the author and <strong>of</strong> the Press, and shall state the basis on which<br />

royalty payments are to be made to the author and the basis on which<br />

receipts from the sale <strong>of</strong> secondary rights — reprints, foreign translations,<br />

serial, dramatic, motion pictures, radio, television — are to be divided between<br />

the Press and the author. A copy <strong>of</strong> the printed agreement in use by the<br />

Press shall be made available upon request.<br />

BUSINESS OFFICE<br />

Sec. 11. (a) The Vice-President and Comptroller shall report to the<br />

President and perform the following and such other functions as may be<br />

assigned to him by the Board <strong>of</strong> Trustees or the President:<br />

(1) Be the general fiscal <strong>of</strong>ficer <strong>of</strong> the Board. He shall approve for the<br />

Board all expenditures for which a general or specific appropriation has been<br />

made by the Board.<br />

(2) Assist the Finance Committee <strong>of</strong> the Board in matters pertaining<br />

to the handling <strong>of</strong> funds and investments.<br />

(3) Report to the Board quarterly the financial condition and operations<br />

<strong>of</strong> the University, and at such times and on such other matters as it may<br />

direct.<br />

(4) Devise and install suitable systems <strong>of</strong> accounting and business<br />

procedure.<br />

(5) Designate the place and manner in which financial records shall be<br />

maintained.<br />

(6) Be the general business <strong>of</strong>ficer <strong>of</strong> this University and be responsible<br />

for those <strong>of</strong>fices comprising the Business Office <strong>of</strong> the University and located<br />

on all campuses <strong>of</strong> the University, whose delegated responsibilities are as<br />

described below:<br />

a) The Auditor's responsibilities extend to all University locations. He<br />

shall:<br />

i) Verify by audit the transactions and records <strong>of</strong> all <strong>of</strong>ficers and employees<br />

responsible for the receipt or expenditure <strong>of</strong> money, for the keeping<br />

<strong>of</strong> accounts, or for the custody <strong>of</strong> property.<br />

ii) Review accounting systems and business procedures, test the effectiveness<br />

<strong>of</strong> the system <strong>of</strong> internal control, and assist in the installation <strong>of</strong> new<br />

procedures.<br />

iii) Audit or cause to be audited the accounts <strong>of</strong> all organizations required<br />

to submit financial reports to the University.
