ADMISSION OF PATIENTS AND HOSPITAL CHARGES IN<br />

THE RESEARCH AND EDUCATIONAL HOSPITALS<br />

(13) Admissions and charges at the Research and Educational Hospitals are<br />

administered in accordance with policies and standards approved by the Board <strong>of</strong><br />

Trustees. The present policies and schedule <strong>of</strong> charges were adopted by the Board<br />

<strong>of</strong> Trustees on May 27, 1947, and February 29, 1948. To follow changes in costs<br />

and to achieve improvements in procedure, it is recommended that new rates be<br />

established and certain procedures clarified.<br />

The Medical Director <strong>of</strong> the Research and Educational Hospitals, the Dean <strong>of</strong><br />

the College <strong>of</strong> Medicine, and the Executive Committees <strong>of</strong> the Hospitals and the<br />

College <strong>of</strong> Medicine have accordingly recommended adoption <strong>of</strong> a revised statement<br />

governing admission and charges to patients in the Research and Educational<br />

Hospitals as shown in Sections I and II <strong>of</strong> the Policy and Procedure Governing<br />

Admission <strong>of</strong> Patients, Policy Governing Hospital Charges, and Suggested Revision<br />

<strong>of</strong> Schedule <strong>of</strong> Charges.<br />

The. Vice-President in charge <strong>of</strong> the Chicago Pr<strong>of</strong>essional Colleges endorses<br />

these proposals and recommends that they be made effective August I, 1957, with<br />

the exception <strong>of</strong> the charge for each outpatient clinic visit. It is recommended that<br />

this latter charge be instituted at such time as facilities and procedures for handling<br />

billing and collections have been developed as determined by the Vice-President in<br />

consultation with the Medical Director.<br />

It is further recommended that authorization be given for minor revisions to<br />

be made in the schedule <strong>of</strong> charges, as needed, on the recommendation <strong>of</strong> the<br />

Medical Director, the Vice-President in charge <strong>of</strong> the Chicago Pr<strong>of</strong>essional<br />

Colleges, and with the approval <strong>of</strong> the Vice-President and Comptroller.<br />

I concur. The Trustees Committee on the Chicago Departments has also considered<br />

these recommendations and is prepared to support them.<br />

On motion <strong>of</strong> Mrs. Watkins, the following revised statement <strong>of</strong><br />

policy and procedure and schedule <strong>of</strong> charges were approved.<br />

UNIVERSITY OF ILLINOIS RESEARCH AND EDUCATIONAL HOSPITALS<br />

Policy and Procedure Governing Admission <strong>of</strong> Patients<br />

The Research and Educational Hospitals are operated and maintained by the<br />

University <strong>of</strong> Illinois for the advancement <strong>of</strong> medical education and research.<br />

Primary consideration in selecting patients for admission is given to the<br />

teaching or research value <strong>of</strong> the clinical findings. Residence in the state <strong>of</strong> Illinois<br />

for at least one year prior to admission is required. Although admissions are not<br />

necessarily confined to those in the lower income bracket, if the medical factors <strong>of</strong><br />

the case meet the primary consideration for selection, this group is given<br />

preference.<br />

The Hospitals <strong>of</strong>fer two types <strong>of</strong> service — inpatient and outpatient (clinic).<br />

The Hospitals reserve the right to assign patients to either, depending upon the<br />

characteristics <strong>of</strong> the case and facilities available at the time. The plan for teaching<br />

within the various departments limits the number <strong>of</strong> cases <strong>of</strong> any one particular<br />

type which may be accepted during a given period. The length <strong>of</strong> time that the<br />

patient is in the hospitals or clinic is necessarily limited. Patients are discharged at<br />

the discretion <strong>of</strong> the department to which they are assigned.<br />

Application forms for the admission <strong>of</strong> a patient to the Research and Educational<br />

Hospitals and Clinics may be obtained from the Office <strong>of</strong> the Director <strong>of</strong><br />

Admissions and Clinics. Information which is required includes name, address, age,<br />

sex, brief history, physical findings, pertinent laboratory values, and tentative<br />

diagnosis. Information regarding the financial status and resources <strong>of</strong> the patient<br />

are most helpful.<br />

A statement from the physician is necessary if, in his opinion, the patient is<br />

physically unable to be cared for in the clinics on an ambulatory basis.<br />

All applications for admission are reviewed by the Director <strong>of</strong> Admissions and<br />

referred to the appropriate department. Disposition <strong>of</strong> the applications will be<br />

made on the basis <strong>of</strong> teaching and/or research value. The referring physician will<br />

be informed as to the decision <strong>of</strong> the department.
