MEETING OF THE EXECUTIVE COMMITTEE<br />

On call <strong>of</strong> the Chairman, a meeting <strong>of</strong> the Executive Committee <strong>of</strong> the Board<br />

<strong>of</strong> Trustees <strong>of</strong> the University <strong>of</strong> Illinois was held in the LaSalle Hotel, Chicago,<br />

Illinois, on Wednesday, April 17, 1957, beginning at 9:30 p.m.<br />

The following members <strong>of</strong> the Committee were present: Mr. Park Livingston,<br />

Chairman, Mrs. Frances B. Watkins; Mr. Wayne A. Johnston was absent.<br />

Also present were: Mr. Cushman B. Bissell, Mr. Wirt Herrick, Mrs. Doris<br />

S. Holt, Mr. Earl M. Hughes, Mr. Vernon L. Nickell, Mr. Timothy W. Swain,<br />

<strong>of</strong> the Board <strong>of</strong> Trustees; President David D. Henry, Vice-President and<br />

Provost Henning Larsen, Vice-President and Comptroller Herbert O. Farber,<br />

and Mr. A. J. Janata, Secretary <strong>of</strong> the Board.<br />

The Committee considered the following matters <strong>of</strong> business presented by<br />

the President <strong>of</strong> the University.<br />

RECOMMENDATION AND REPORT OF THE UNIVERSITY<br />

PATENT COMMITTEE<br />

The University Patent Committee submits, with the concurrence <strong>of</strong> the Chairman<br />

<strong>of</strong> the University Research Board, the following recommendation relating<br />

to an invention by a member <strong>of</strong> the staff:<br />

A linear cathode ray tube — Robert D. Rawcliffe, Research Assistant Pr<strong>of</strong>essor,<br />

Control Systems Laboratory, and Donald L. Bitzer, Research Assistant,<br />

Control Systems Laboratory, inventors. This invention was developed in classified<br />

research for the United States Army, and information thereon can not be<br />

disclosed. The Patent Committee recommends release <strong>of</strong> this invention to the<br />

Federal Government because its non-military uses appear to be commercially<br />

unimportant.<br />

I concur in this recommendation.<br />

On motion <strong>of</strong> Mrs. Watkins, this recommendation was approved.<br />

The following actions <strong>of</strong> the University Patent Committee relating to inventions<br />

by members <strong>of</strong> the staff are reported, with the concurrence <strong>of</strong> the<br />

Chairman <strong>of</strong> the Research Board, for record:<br />

Synthesis <strong>of</strong> 2, 4-dichloro-5-fluorophenoxacetic acid — Glenn C. Finger,<br />

Chemist, State Geological Survey, inventor. This compound was synthesized by<br />

chemists <strong>of</strong> the State Geological Survey under a cooperative research contract<br />

between the Chemical Corps, the University, and the Survey. It now appears<br />

that it may have definite herbicidal properties, and the Patent Committee has<br />

requested the University <strong>of</strong> Illinois Foundation to investigate the commercial<br />

possibilities and report back to the Committee.<br />

Method for cleaning gases with electrostatically charged particles — H. F.<br />

Johnstone, Research Pr<strong>of</strong>essor <strong>of</strong> Chemical Engineering, College <strong>of</strong> Liberal<br />

Arts and Sciences and Engineering Experiment Station, inventor. This invention<br />

was conceived by Dr. Johnstone at a time when his work was supported in<br />

part by funds furnished the University by the Atomic Energy Commission. It<br />

appears that it may have definite commercial possibilities, and accordingly, the<br />

University is negotiating with the A.E.C. to determine in what manner patent<br />

applications may be made to serve the interests <strong>of</strong> the public, the University,<br />

and the government.<br />
